As the name suggests, the Samurai Clan Armor is a traditional Samurai attire, complete with a massive helmet and even a mask, in levels 3 and 4.

What makes the Samurai Clan Armor the best early-game armor set is its defensive perks, which reduce incoming damage, increase maximum HP, and also increase maximum Resolve gain incrementally with each upgrade.
