Boruto and Dragon Ball have a lot in common, with one of the most prominent similarities being the existence of heavenly beings. While the involvement of these beings is not relatively common in the latter series, the former series stands out due to the involvement of the Otsutsuki clan in the main plotline.
However, there is one character who may have the potential to beat the majority of characters from Dragon Ball, and that is Shibai Otsutsuki. Despite his character being more or less unexplored, Shibai's shinjutsu techniques and his status as the only Otsutsuki who achieved Godhood make him capable of defeating the Gods of Destruction and some of the other strongest characters.

Boruto: Why Shibai Otsutsuki might be capable of beating some of the strongest characters from Dragon Ball
Shibai Otsutsuki is the only known member of the Otsutsuki clan who hasn't appeared in the series, either in the anime or manga. Nevertheless, the lore surrounding his character is sensational. Several millennia ago, Shibai kept resurrecting himself using Karma in different individuals and later consuming the chakra fruits of various planets.
After continuing the cycle for a specific amount of time, Shibai achieved what the series titled 'Godhood,' where he no longer had a physical body. As explained by Amado in Boruto Naruto Next Generations, after Shibai achieved godhood, he ascended to a dimension that wasn't perceivable to humans and left behind his physical body.
Amado then collected his physical body and used Shibai's DNA to give his powers (the Shinjutsu techniques) to artificially synthesized Kara members. However, awakening these powers was by chance, as no one could willingly awaken them. Later in the series, fandom witnessed Eida awaken the Omnipotence Shinjutsu technique, while Kashin Koji awakened the Ten Directions Shinjutsu technique.
Given how overpowered these techniques were (Omnipotence manipulating reality and Ten Directions telling the future), Shibai Otsutsuki's character was titled a phenomenon by the fandom. Due to this, he could be considered the strongest character from Boruto and one capable of defeating some potent characters from other series like Dragon Ball.
Dragon Ball, more specifically the Super series, introduced gods to the lore that were capable of destroying planets pretty easily. Examples being the God of Destructions, like Beerus, and his angel Whis. Moreover, other beings like Zamasu, who have powers on par with Gods of Destruction, were also in the spotlight of this sequel series.
Shibai Otsutsuki, being a god among gods (as Otsutsuki are considered equivalent to gods), might one-shot these characters once met in a one-on-one battle, hinting at his overpowered potential. However, beating 'most' characters from the Super series may not include characters like Omni King, who could destroy universes on a whim and would give Shibai a hard time in battle.
Final thoughts
The only thing stopping Shibai Otsutsuki from becoming the strongest character in Boruto might be his unexplored potential as a character. If his abilities get more defined in the future, it would be easier to define whom he could beat in battle. So, it is advised to take this article just as a piece of entertainment, as it explains the unexplored abilities of a character.
