While this sequence has pleased a lot of fans after his redemption arc and the fact he left UA as a way to atone for his mistakes, the idea of him working in Toru Hagakure's agency doesn't seem like the best fit.
It is clear that author Kohei Horikoshi made this decision because these two characters are friends and Hagakure played a role in Aoyama's redemption but when putting thought into it, their collaboration doesn't fit.
Hagakure's invincibility Quirk makes her perfect for stealth missions, espionage, and gathering information. This doesn't fit at all with Aoyama's Navel Laser Quirks since it is quite visible and gets people's attention.
Some fans have pointed out the irony that Aoyama would probably work in espionage missions since he was All For One's spy at UA and also highlighted that Hagakure's work is probably not focused on underground work. That is because she is in the 39th place in the hero rankings, which means that she is a public figure with a degree of notoriety.
More details about these characters
While the possibility of these two characters working might have its issues, most fans are pleased by their resolution in My Hero Academia chapter 431. Both Aoyama and Hagakure have been mostly sidelined during the vast majority of the manga. However, the former being an All For One spy gave them something to work with. Coming into the final war arc, the two still being together is compelling.
Moreover, Hagakure proved to be a loyal friend of Aoyama, which is further in My Hero Academia chapter 431 and also serves to emphasize the running theme of the series that people can be redeemed. There is also the fact that they could potentially be a good match if Aoyama serves as bait while she infiltrates certain places with her Quirk.
There is no denying that author Kohei Horikoshi had a lot of characters to deal with and My Hero Academia chapter 431 is evidence of how much ground he had to cover. However, while this combination might be strange when it comes to their Quirks, it makes sense when considering their history together.

There is no denying that Horikoshi ultimately delivered with My Hero Academia chapter 431 and improved the quality of the ending. However, when analyzing Hagakure and Aoyama as a partnership, it does raises some questions, but they are probably put together because of their friendship.
