The Boruto series has seen a huge rise in the overall power level of the fan-favorite characters, with Naruto and Sasuke becoming overshadowed by the newer villains, especially the Otsutsuki. Among the Otsutsuki, Shibai inarguably holds the most weight due to being the god of the story's universe.
Even though most of the fandom has predicted that Shibai will be the main antagonist of the story, many other rules revealed about the Otsutsuki indicate that Shibai is unlikely to have malevolent intentions toward the series' protagonist.

Boruto Two Blue Vortex: Shibai will be on Boruto's side
The Otsutsuki clan members were revealed in the latter parts of the Naruto series, but they have somehow managed to stay obscure and unexplored throughout its successor story as well. Although very little information about them has been unveiled so far, it is made clear that all Otsutsuki chakra fruit harvesting operations are done in two-man cells similar to the Akatsuki.
This has been proven by Momoshiki being accompanied by Kinshiki and Isshiki being escorted by Kaguya. Currently, there have been no indications that Shibai holds malevolent intentions towards Earth. Even from a narrative point of view, it wouldn't make sense for Shibai to get involved in these matters at all since he has already achieved "godhood."
It is confirmed that similar to the other Otsutsuki, Shibai was also going from planet to planet to consume chakra fruits and achieve godhood. Given that Shibai already attained godhood, his partner should have also been of significant importance.
It is possible that the current narrative of the story is being controlled by Shibai's former partner, who is also trying to achieve godhood but has malicious reasons behind it. It is very likely that Naruto's son ends up getting aid from Shibai in order to defeat this "mastermind," similar to how Naruto and Sasuke got aid from the Sage of Six Paths to defeat Kaguya.
The exact reason behind the Otsutsuki's relentless pursuit of the chakra fruit has not been unfolded yet, and the only understanding among the fandom is that they are undergoing this process to achieve godhood similar to Shibai. Throughout the story, it has also been explored that the Otsutsuki are divided into high and low-ranking families, which signifies that there is indeed a hierarchy within the clan that is strictly followed.
It further solidifies the existence of a sovereign that governs these families. There is a possibility that Shibai is that figure. However, Shibai becoming a god has almost extinguished that possibility, so it is almost guaranteed that someone close to Shibai Otsutsuki must be governing the families and instructing them to harvest the fruits.
Final Thoughts
Although the current narrative of the Boruto story focuses on the evolution of the Ten-Tails into the humanoid Shinju, the latest chapters revolve around the survival of Kurama, who somehow reincarnated inside Himawari herself. Even though the chapters have steered away from the Otsutsuki, it is guaranteed that they will become the major antagonistic force towards the end of the story.
