The recent moves of the Shinju in Boruto Two Blue Vortex might be crucial to the overall development of the series' plotline. Their infiltration of the Hidden Sand Village hinted at a significant change in the future that might change the series' perspective in its entirety, possibly including the abolishment of the Kage system.
Starting with the Hidden Sand Village, the Shinju might aim to capture every village leader so that their villages would panic under no leader. This might be a wise plan, considering how these village leaders were stopping the repeat of the Fourth Great Ninja. This might be what differentiates the sequel series from its predecessor, Naruto.

Boruto Two Blue Vortex: Exploring Mikio Ikemoto's aim to make the series different
Boruto Two Blue Vortex chapter 14 concluded with the news of the Shinju infiltrating the Hidden Sand Village. In the next chapter, it was revealed that Shinki sealed Gaara in hopes that he could save the people of the Sand Village, but Shinki was taken away and used to give birth to Ryu, the newest Shinju. With the number of Shinju increasing, the future might be grim.
After gaining their personalities through Code's Claw Marks, the Shinju first attacked the Hidden Leaf Village to capture the Nine-Tails (which they thought might still be in Naruto's possession, but Himawari had inherited him). As hinted from the sequence of events, the Shinju might be after the tailed beasts, more specifically, the leaders of each village.
The latter made sense because the Shinju tried kidnapping Gaara, who had no trace of his old-tailed beast (Shukaku). So, what could they be after after capturing all of the Kage? While the ultimate goal might be something grand, the simple answer to this question might be to abolish the Kage system, in general.
Right now, the world is at peace due to each village having a leader (a Kage) who supports them through thick and thin. Kidnapping them might be a stimulus for the Shinju to activate the chakra fruit's birth. However, the intention of the author, Mikio Ikemoto, with such a risky move might be to differentiate the Boruto franchise from its predecessor and fan-favorite series, Naruto.
The Boruto: Naruto Next Generations fumbled because it couldn't utilize the elements passed down from Naruto. With Two Blue Vortex off to a good start, the author might be taking things to the next level by entirely altering the plotline and making it "unique," which might be possible by abolishing the Kage system.
Final thoughts
Although Masashi Kishimoto is the sequel series' author (by name), the recent interview featuring him and Mikio Ikemoto hinted that the former author might just be a supervisor.
So, it is safe to assume that Mikio Ikemoto is the man who is coming up with new things like making the Shinjutsu ninjutsu the true power-scaling of the sequel series. Thus, he might also be planning something with the recent moves of the Shinju, which, as mentioned, might be the abolishment of the Kage system.
