Buggy is the most questionable character of One Piece whose status as a Emperor is one of the biggest controversies. In any bad situation that he gets in, fans think that Eiichiro Oda considers it his duty to save him through a miracle.
However, his status as an Emperor could be for the benefit of someone else, someone who was the first person to meet Monkey D. Luffy since he became a pirate. That person is the Marine captain and a member of the secret organization SWORD, Koby.
Koby and Buggy were introduced during the East Blue saga and since their introduction, they have not showcased how much they have grown. So, Buggy's status as an Emperor could turn in favor of Koby as the latter could defeat the former in the future, becoming the second hero of the Marines after Garp.

One Piece: Exploring how Buggy's status as an Emperor could help Koby in the future
Buggy, also referred to as the Star Clown is one of the minor antagonists of the series. He was introduced in episode 4/chapter 9 as the captain of the Buggy Pirates and was one of the first opponents Straw Hat Luffy faced on his journey to become the Pirate King, during the East Blue arc of One Piece.
After getting defeated by Luffy, these two met again during the Impel Down arc where Buggy took advantage of Luffy's innocence and tried to leave him behind to die. Fortunately, with the sacrifice of Bon Clay, everyone escaped. After some arcs, due to Buggy's fake reputation as a dangerous pirate, he was declared one of the Emperors of the sea, alongside Straw Hat Luffy.
Koby was a former Alivida Pirate and the first person who Luffy met on his journey toward the Grand Line, during the East Blue Saga of One Piece. Koby always wished to become a marine officer but Alvida never allowed him to pursue his dream. So, Luffy beat Alvida and gave Koby the confidence to pursue his dreams. He was taken up as an apprentice by Marine Hero Garp where he became a strong man.
At the end of the Marineford arc, Koby awakened his Observation Haki which showed him a horrible future. So, due to his efforts, he saved the lives of hundreds of Marine officers and pirates. He was soon promoted to Marine Captain and also joined the SWORD in secret to pursue his own justice.
Buggy's status as an Emperor could be a way for Koby to reach the true title he has been aiming for since he joined the Marine Corps, the rank of an Admiral or something even higher.
Buggy has no chance again with only his devil fruit powers, as the author revealed if he had Haki. So, Koby's last opponent will be Buggy and their fight will result in Koby's victory, which would make him the Marine Hero just like his teacher Garp.
However, the bigger reason why this fight would make sense is that both Buggy and Koby were introduced during the East Blue Saga, the first saga of One Piece. Since their introduction, these two haven't showcased their true potential on the battlefield. So, this would also give them a chance to show how much they matured since the day they were introduced.
