One Piece chapter 1119 was released on July 1, 2024. The chapter showcased the battle between the two Nika personalities and Saint Marcus, but it also hinted at the disbanding of CP0. This could be a hint that Monkey D. Dragon's appearance in the manga is closer than fans think.
The chapter also showcased the Iron Giant emerging from the sea, which caused Vegapunk's message to resume. The climax of the chapter saw the Iron Giant punching Saint Warcury and breaking one of his teeth.
The chapter also saw a confrontation between CP0 agents Stussy and Kaku, as the latter angrily told the former to leave him alone. The Wano arc also showcased only one of the CP0 agents returning, hinting that the intelligence agency might be reduced to zero shortly. This could be Dragon's first move before he declares an all-out war against the World Government.
One Piece: Why Monkey D. Dragon's first move against the World Government could already be in play
CP0 of One Piece is a part of the Cipher Pol intelligence agency and is considered the strongest one out of every Cipher Pol group. The group made its first appearance during the Dressrosa arc of One Piece. Out of every member of this group, Rob Lucci could be considered the one with the most authority, as he transferred from CP9 to CP0.
Being under the direct control of the World Nobles, this intelligence agency has appeared various times on the orders of the Celestial Dragons for their safety. But CP0 is also the group that has made the fewest appearances out of every group, hinting at how powerful they are.
One of their biggest appearances was during the Wano arc, when the three members of this group, Guernica, Joseph, and Maha, attended the Fire Festival at the invitation of Orochi. Rob Lucci later ordered these three to seize Nico Robin and take the Wano Kingdom under the control of Kaido if he lost.
After getting the orders, these three rushed towards their targets immediately. They encountered the Minks in a heated showdown. Maha went against Izou, and these two delivered a fatal blow to each other, after which Izou died and Maha's life status went 'unknown,' so fans considered him dead.
On the other hand, while Guernica was on his way to Luffy to defeat him, as orders had been updated again, he was stabbed by X Drake from the back. But he managed to escape and hold down Luffy, which made Kaido hit him. After this, Kaido was enraged at the CP0 agent, who stood still and accepted his fate. After the arc, only Joseph returned and reported everything to the Five Elders.
After this incident, another three members of CP0—Lucci, Kaku, and Stussy—were sent to Egghead Island to return a Seraphim unit and assassinate Dr. Vegapunk. To their surprise, Monkey D. Luffy and his crew were already here, and fans got to witness Lucci and Luffy fight again.
As expected, Lucci was no match for Gear 5 and was defeated. To the dismay of the CP0 agents, Stussy was an undercover spy from Vegapunk's side and defeated Lucci and Kaku. After defeating them, they were captured and later freed when the Straw Hats fought the Seraphim units.
The Five Elders were later summoned, and Lucci was separated from Kaku and Stussy. Despite betraying them, Stussy took care of Kaku and didn't want to leave him behind. But Kaku was angry that Lucci wouldn't approve of her again and ordered her to leave without him while holding back tears.
Judging from the condition, the strongest intelligence agency might be on the verge of disbanding, with its majority members either considered dead or leaving the agency. While this might not be a big thing in the eyes of the fans, this could be one of Monkey D Dragon's tactics before declaring an all-out war against the World Government.
The initial steps, which included cutting the food supply of the Celestial Dragons and everything else, were already complete. The next step was to weaken the defenses of the World Government, and as fans have already witnessed, CP0 might already be disbanded with only some of its members left behind. So, Dragon appearing in the next few chapters wouldn't be so surprising.
