Since the release of My Hero Academia chapter 429 spoilers, fans have been speculating if Deku finally got his One For All Quirk back, and for good reason.
After he seemingly lost One For All in his fierce battle against Tomura Shigaraki and All For One in the manga, fans wondered if Deku would get his Quirk back before the series ended. Given that he spent the majority of his life as a Quirkless boy, many fans were upset at the prospect of Deku returning to his roots after giving it his all in the Final War.
Shortly after the My Hero Academia epilogue began, Deku confirmed that although he had lost One For All for good, he still had some embers of the Quirk within him. However, what led fans to recently speculate about Deku getting his Quirk back in its complete form, was his interaction with Ochako Uraraka in My Hero Academia chapter 429. He was seen using his Quirk to travel to the latter's location.

My Hero Academia chapter 429: Explaining the current state of Deku's One For All Quirk
In the recently released spoilers of My Hero Academia chapter 429, fans were expecting to see Deku and Ochako Uraraka confess their feelings to each other. What fans weren't expecting to see, however, was Deku using One For All to travel to Uraraka's location to talk to her, despite previously stating that he has lost his Quirk for good.
This development caused some confusion among fans. However, Deku later confirmed that he didn't get One for All back, but he could still feel his Quirk's embers alive inside him.
It is a situation similar to All Might, who still had some embers left inside him after he completely lost One For All in his battle against All For One. Due to this, he was still able to transform into his iconic muscular state, albeit for a short amount of time.
Therefore, it can be concluded that Deku did not, and will not get his Quirk back before My Hero Academia reaches its end. While he still has a few embers left inside him, they will likely die out with time, as seen in All Might's case.
With the embers of the Quirk that were still inside him, Deku was able to travel to Uraraka's location. He later talked about the state of his Quirk with Katsuki Bakugo, in a conversation that took place shortly afterward in My Hero Academia chapter 429.
Deku isn't completely Quirkless at this point due to the presence of One For All's embers. However, his life as a Hero is most likely over, since it's doubtful that the embers will be alive inside him for a long time.
Explaining Deku's words about One For All's completion in My Hero Academia chapter 429
After Deku's brief yet heartwarming moment with Uraraka in My Hero Academia chapter 429, the rest of the students from Class A arrived at the scene, saying that they were worried about Uraraka. As Tsuyu comforted Uraraka, Bakugo asked Deku about the state of his One For All embers. The rest of the class was left wondering why Deku did not tell them about the embers of his Quirk.
This scene was followed by a narration by Deku, who claimed that the One For All Quirk was now completed through the efforts and heroism of many people.
This line is a direct callback to all the times when it was stated that One For All became a legendary Quirk powerful enough to rival All For One. It only became possible due to the combined efforts and sacrifices of the previous Quirk users, who fought till the end to ensure that the Quirk was passed on to a suitable individual.
The only reason Deku was able to put an end to All For One, was because of everyone who had banded together to help and support him along the way. Due to the combined strength of the previous users of One For All, the entirety of the Hero society, and even Tomura Shigaraki, Deku was able to stop the Demon Lord's tyranny. This is why, in My Hero Academia chapter 429, Deku claimed that One For All has been completed through the heroism of many people.
