Hawks, or Keigo Takami, from My Hero Academia, was one of the strongest heroes before and during the events of the Final War arc. However, he was robbed of his Quirk by All For One during the final war, as he tried his best to save Tokoyami from suffering the same fate as him. After Bakugo beat All For One, Keigo didn't receive his Quirk back, and the final war eventually ended.
After the eight-year time skip in the final chapter, Keigo was appointed as the next President of the Heroes Public Safety Commission, and he returned as a hero as he had lost his Quirk during the events of the final war. After losing his Quirk back then, he had imagined a possibility where the death of All For One would return the stolen Quirk to their owners, but that's not how things worked out.

My Hero Academia: Discovering the fate of Hawks after the final war
Hawks did not regain his Quirk at the end of My Hero Academia because once All For One stole it, the only thing that could happen to it afterward was getting used by the Demon Lord or vanishing from existence.
The Pro Hero lost his powers while protecting Tokoyami after both of them were outclassed by the antagonist, who aimed to steal Tokoyami's Dark Shadow due to its potential. However, Keigo stopped All For One from doing so, losing his Quirk in the battle.
Hawks (Keigo Takami) was cornered after the rebirth of All For One through the revered Quirk-destroying drug, manufactured by Dr. Garaki, and the arrival of Toga onto the battlefield as Twice. Moreover, Toga also launched Twice's Sad Man's Parade, so Hawks had to face hundreds, if not thousands, of Twice doubles one at a time.
After seeing the heroes busy with their underlings, All For One tried to leave the battlefield and approach the battle between TomurAFO and Deku. However, Hawks engaged the antagonist in battle, stopping him from interfering in the main battle that would decide the outcome of the final war.
Through the arrival of some reinforcements like Tokoyami and Shinso, and the interference of Gigantomachia, Keigo was able to subjugate All For One for a while. However, it was impossible to control the villain as he struck back with a stolen Quirk called the Impure Laser.
This quirk not only killed Gigantomachia but also gravely injured Keigo and Tokoyami. The antagonist then approached the two of them to steal Tokoyami's Dark Shadow Quirk, but Keigo wasn't ready for his former sidekick to face such cruelty so early in his life.
Keigo jumped onto the villain with his Quirk and tried to hold him back. However, All For One stole his Quirk, mocking him for his foolery. After losing his Quirk, Keigo remained steadfast and tried his best to keep All For One away from Tokoyami, until Bakugo arrived and took care of the antagonist.
After All For One died, Keigo imagined a scenario where all of the stolen Quirks would return to their owners. Alas, that wasn't how things worked and Keigo lost his quirk, Fierce Wings. After the events of the final war, Keigo retired as a hero and became the Heroes Public Safety Commission's new President.
Keigo visited some old friends, and after much consideration, implemented new rules, the spotlight of them being how heroes needed to relax - something that Keigo craved during his time as a hero in My Hero Academia.
