Since the start of Boruto: Two Blue Vortex manga, the craze around the entire franchise has been over the top. While many fans believe that the story is quite unique due to the several story developments introduced by Masashi Kishimoto and Mikio Ikemoto, there is reason to believe that its main base was inspired by Dragon Ball's entire Cell Saga.
Mikio Ikemoto and Masashi Kishimoto, both have previously made it clear that they are big fans of Dragon Ball. With that in mind, one would think that the creator could use the inspiration to elevate the fight scenes. However, there is reason to believe that the two creators were interested in more than just the fight scenes.

How Dragon Ball's Cell Saga may have inspired Boruto's plot?
As fans can remember, the entire Boruto manga can be separated into different segments. Surprisingly, each of these segments can directly be correlated with the events that took place in the entirety of Dragon Ball Z's Cell Saga.
The first major event to take place in the Naruto sequel manga was the arrival of Momoshiki and Kinshiki Otsutsuki. This event can be directly compared to the arrival of Frieza and King Cold, both of whom had arrived to take down the strongest fighter in their verse, but were instead defeated by a new generation fighter.
The next major story arc was surrounding the Kara organization. As fans would know, the Kara members were cyborgs created by Amado Sanzu. Similarly, the Cell Saga saw Dr. Gero dispatching his Androids to kill Goku and his friends.
The next major characters to arrive in the Boruto manga were the new Two Blue Vortex antagonists - the Shinju/Divine Trees. The Shinju were the culmination of Ten Tails' chakra, influenced by Code pooled together with human genesto create the ultimate lifeform.
Similarly, Dragon Ball saw the arrival of Cell, an Android that could effectively use each of the Z Fighters' powers and abilities. This made him the ultimate being in the series.
Lastly, the most recent major development was the one surrounding Kashin Koji's newly manifested Prescience ability. While this ability does not really match with Dragon Ball as far as chronology is concerned, it is true that the Akira Toriyama series also saw a character (Future Trunks) guide others about the events that were set to take place in the future.
The only difference is that Kashin Koji used the ability to foresee all possible futures. Meanwhile, Future Trunks narrated the events that took place in his past. Therefore, with the number of similarities, there is a huge chance that Ikemoto and Kishimoto were inspired by Akira Toriyama for Boruto's plot. But in case that isn't what happened, it has to be one of the greatest coincidences.
