One Piece fans have been theorizing for decades about when Enel is going to return to the story since he was sent to the moon and conquered it, as shown in author Eiichiro Oda's side stories from the manga covers. It seems that the current Elbaph arc would be the right moment to bring him back, and there is some evidence and hints that suggest that to be the case.
A major reason is that the Adam Tree in Elbaph connects with the sky islands, which means that this would be a logical path for him, and even Urouge, to connect with this storyline. Moreover, some of the comments Hajrudin made in One Piece, when he was first introduced, seem to confirm that he is going to be connected to Enel in some shape or form.

Explaining why Enel could be returning to the main One Piece story in this arc
As mentioned earlier, the idea of the Adam Tree reaching out to the sky islands doesn't seem to be something that could be mentioned by coincidence. The Supernova pirates have been pivotal in most New World arcs, and this could be a great way to reintegrate Urouge into the plot, especially considering this sky island, Birka, was destroyed by Enel before the latter settled in Skypiea.
Within this context, there is also a chance that Enel is going to attempt to conquer the land of the Giants, Elbaph, and this is where he is going to die, with his Rumble-Rumble Fruit now being available. This is when the character of Hajrudin comes along, with him stating back in Dressrosa that he wanted a Logia Devil Fruit and used its abilities to become the King of the Giants.
Now that it has been confirmed that Enel is Loki's brother, his quest for the throne makes a lot more sense, and his becoming the first Giant with a Logia Devil Fruit would give him a massive edge. The idea of him gaining the one Devil Fruit centered around lightning could also make him more similar to Thor, the Norse God of Thunder.
More details regarding Enel's character
The announcer in Dressrosa compared Hajrudin's punches to lightning, which, as evidenced by Eiichiro Oda's writing style in One Piece, doesn't seem to be a coincidence. This arc seems to be a great moment for Enel to return since it would add a chaotic element to the story, and would also present a great comeback for this character.
Enel has always perceived himself as a god, and has been conquering every single land he touches, so it wouldn't be quite surprising if he attempts to do the same to the people of Elbaph. It could also be an interesting test for Hajrudin, and perhaps the one challenge that raises him to the position of king of the Giants.
Final thoughts
Enel's return is one of the most interesting unfinished plot points of One Piece as of this writing. In that regard, this could be the arc where he could return and would feel natural, given the aforementioned evidence, especially considering if Hajrudin is going to have a big role.
