Chainsaw Man chapter 172 came out this Tuesday and was mostly action-focused as Denji faced the new Special Division of Public Safety, although most fans already predicted the most recent events. That was because Denji's Hero of Hell form is so powerful that he wasn't going to have much problem with Public Safety, all things considered.
Furthermore, this also showed how Chainsaw Man fans were already expecting these events to play out the way they did. While author Tatsuki Fujimoto has built a reputation as a mangaka who can surprise his readers, it is fair to say that the fandom managed to predict what was going to happen in the most recent chapter.

Chainsaw Man fans already saw the Hero of Hell's rampage coming
The previous chapter 171 of the manga ended with Denji transforming into his Hero of Hell form and killing Barem Bridge, which resulted in Public Safety calling forth the new Special Division to deal with the protagonist. While the fandom reacted positively to this new set of characters that made up the Special Division, they also believed the outcome of this upcoming battle was fairly obvious.
Indeed, the most recent chapter 172 showed the Hero of Hell making quick work of the Special Division, resulting in a total display of power by the Chainsaw Devil. This event does make sense from a narrative and power level perspective since the Hero of Hell is one of the strongest Devils in existence but is also one of the few times the fandom fully got something right predicting the story.
Author Tatsuki Fujimoto has built a reputation for being a mangaka who can constantly surprise people and not pull his punches when it comes to fan favorites dying in his series. However, this is one of the few times where the fandom got something right since most readers knew the new Special Division had no chance against the Hero of Hell.

It made a lot of sense for the Chainsaw Man fandom to not expect much of the new Special Division, especially considering the context of the story at the moment. A lot of people consider that this second part of the manga is heading to its conclusion and is a bit too late to add so many new characters and for them to play a significant role.
Therefore, it was to be expected that these characters were introduced to make the Hero of Hell look good and give him a chance to display his powers, which is something he hasn't done since his battle with Makima in the first part of the story. Beyond that, there is a strong argument to be made that these characters didn't serve any other purpose within the manga.
"What frauds, but it was too be expected," someone said.
"Fujimoto saw everyone liking her and said 'ok that's enough'" another person said.
"Buddy's still in shock at how useless the pill bug was," someone else said.
Furthermore, there is a very good chance that the upcoming chapters are going to give more importance to the likes of Fami, Yoru, and Katana Man, which is why the battle in Chainsaw Man chapter 172 was mostly to see the Hero of Hell at his best. Therefore, it could be argued that this Special Division was mostly a plot device in that regard.
"So I guess there are no more ears since Pochita erased them all," someone said.
"Absolutely brutal how fast he slaughtered them without a chance to react properly... and no matter if they are out there with him or somewhere else entirely," another person said.
It remains to be seen what is going to happen in the coming chapters but there is no denying that the slaughter in chapter 172 was to be expected.
