Chainsaw Man chapter 186 witnessed the Aging Devil inflict brutality upon the Public Safety members in a bid to stop Pochita's charge. Sacrificing their nails initially, then Fumiko's liver and later another member's eyes was a display of just how savage Devils can be. But Fumiko's actions show her as she was - a woman desperate to prove her worth.
Starting at her introduction, Fumiko Mifune wanted to convey that she was competent, a fighter, loyal to Public Safety, and was overall serious about her job. Such has been essential to her character, with reasons both in and out of the story. In Chainsaw Man, Fumiko looks to be fueled by her tragic past, which contrary to popular belief, was straightforward and with no twists.
She lost her family and Chainsaw Man couldn't save them, which birthed a dislike for him and motivated her to become strong. This is again a cause for a number of her actions. For instance, her dislike for Chainsaw Man eased up a little when she realized that he was just a kid, i.e., Denji. Moreover, it made her believe that she could be special as well since even a kid could do it.
That was also the point at her evolution as a human began. Additionally, she required to avoid the worst fate a Chainsaw Man character could suffer - being labelled a fraud. This was one term that was heavily linked to Fumiko. But then again, reading deep into her actions might show otherwise. After all, Fumiko has done her bit in situations but has just been gravely unsuccessful.
It cannot be ignored that she did attempt to save Denji and Nayuta at the amusement park. Then, she returned to fight for them against Barem Bridge. Again, she attempted to save them from angry mobs, twice. In essence, she tried but found no success. Instead, Nayuta nearly killed her, the Weapo Hybrids were able to capture her and the mob didn't bat an eye at her.
To put it plainly, she wasn't built for the above-mentioned things. This is likely why she just left in chapter 154 - the truth of not cowardice, but lacking a little competence, which she faced. Fans parallel her failure to save Denji and Nayuta to Chainsaw Man being unable to save her parents. In chapter 149, Fumiko was compelled to hit back, when both Denji and Nayuta were cruel to her.
Finally, Chainsaw Man chapter 186 gives her a twisted opportunity to prove her worth - become fodder for the Aging Devil. In other words, her actions in and before Chainsaw Man chapter 186 depict her willingly becoming a cog in the Public Safety machinery, an agent for someone fine with sacrificing children and chaff for a sadistic Devil who could care less.

In essence, Fumiko Mifune does seem like a tragic character. Her actions in Chainsaw Man chapter 186 likely show her at her lowest, pushed to the brink to prove her worth. So, even if it means suffering a brutal fate at the hands of the Aging Devil and Public Safety, she wouldn't hesitate. With her liver also sacrificed, Fumiko will probably not survive beyond this encounter.
Moreover, it can be said that Fumiko was human after all - she cannot be a Devil since her entrails and herself were sacrificed for the contract. As per the series lore, Devils cannot form contracts between themselves and if she was a Devil, she wouldn't have suffered this fate, to put it plainly.
Thus, Fumiko behaved in Chainsaw Man chapter 186 as with that aligns with her character - unsuccessful attempts to establish her value.
