Go! Go! Loser Ranger! episode 11, titled On the Road to My Justice, saw the cadets fight Peltrola. During this, the Boss Monster happened to hold one of the cadets hostage, forcing them to drop their gadgets. Hibiki immediately complied and collected everyone's devices. However, in reality, he had cloned two of the gadgets, allowing Kai and Eigen to use the real ones to defeat Peltrola.

The anime then revealed the Blue Keeper's past. Shougo Aoshima was close to the previous Blue Keeper and was often asked by the Red Keeper to join the Dragon Keepers. Hence, after the previous Blue Keeper perished, Shougo became the new Blue Keeper. In the present, the Blue Keeper has succeeded in defeating the other Peltrola clones just when Fighter D arrived to fight him.

This is why, despite having the goal of defeating the Dragon Keepers, Fighter D went after Peltrola.

However, defeating Peltrola wasn't enough. If Fighter D wanted to one day experience his version of world domination, he needed to defeat the Dragon Keepers. This means that he will need to defeat him to continue his mission.
