My Hero Academia's story has almost come to an end, and the manga is currently in its epilogue. Although the survival of many characters has been confirmed, Toga is one character whose fate is still unclear.

However, some fans have come forward with possible theories suggesting how Toga might have survived. A few fans have also suggested that Hawks, now the president of the Public Safety Commission, might play a significant role in the treatment of future villains.

My Hero Academia: Toga has to survive for the Hero Society to change

A fan on Reddit named Gregorytheokay has come up with a theory on the subreddit r/BokuNoHeroAcademia, suggesting Himiko Toga's survival and possible rehabilitation. The latest My Hero Academia epilogue chapters revealed many new developments, including Hawks partnering with Lady Nagant.

These chapters introduced significant societal reforms, with Hawks and Nagant contemplating how they would implement these changes. Now that Hawks is the president of the Public Safety Commission, with the word "hero" removed from its title, this could signify a shift towards eliminating the 'hero' and 'villain' labels.

If Hawks provides Toga with a rehabilitation program, it would clearly showcase society's evolving attitudes. Toga may be still alive, considering her conversation with Curious. Curious wanted Toga to be a martyr and to be used as a cautionary tale. Even Skeptic used Toga as a cautionary tale with his "The Tragedy of Himiko Toga plays out to this day" poster.

But Hawk's ideas and policies might get rejected, as the mutant liberation members were portrayed as being wrong. Spinner was told by The Metal Liberation Army's Trumpet spinner had no actual value yet he became one of the most impactful individuals in the war.

If Toga survives and becomes a new example of how society treats former villains, it will be both thematic and impactful. Toga's last appearance was during the end of the Uraraka vs. Toga fight, where Toga gave up her blood to save Uraraka. While this action was taken by many fans as her last act before dying, it is still very much possible that the reporters stopped the transfusion before Toga met her end.

Given the numerous quirks and healing technology present in My Hero Academia, it is entirely possible for Toga to survive. Above all, Toga, Hawks, Uraraka, and Twice are related to the subplot around how certain quirks are treated by society. The renamed Public Safety Commission might take in individuals like Toga to prove a point and decrease the prejudice around certain quirks.

Although Uraraka's speech mostly resonated with the crowd, it also mainly resonated with Hawks, and the main message of "seeing each other united as one" kept resonating in his mind. This makes it even more probable that Hawks somehow takes in Toga as repentance for what he did to Twice.


Final Thoughts

The actual fate of Toga is currently unknown, and she hasn't yet been addressed in any way or form in the My Hero Academia epilogue. However, it is very much possible that she will appear after a time skip as a member of the Public Safety Commission.
