My Hero Academia fans often ask the question "How did Shirakumo turn into Kurogiri?" because this is a subplot in the series that author Kohei Horikoshi somewhat rushed in the final third of the story. A lot of readers were shocked when one of Tomura Shigaraki's underlings was connected to the likes of Shota Aizawa and Present Mic, although it turned out to be another one of All For One's machinations.
It was revealed in chapter 216 of the My Hero Academia manga that he was once a former UA student and was friends with Aizawa and Present Mic. However, he was eventually captured by All For One and became one of the many Nomu experiments. He became Kurogiri, who was a servant of Shigaraki and the one in charge of him, although his old being would resurface during a key moment in the final war arc.

Shirakumo's death and rebirth as Kurogiri
Shirakumo was killed by a villain named Garvey during his Hero-Work Studies and All For One found his body, turning him into the Nomu experiment known as Kurogiri. He was originally a UA student and good friends with Shota Aizawa and Present Mic, to the point they were a trio with high aspirations of making it as heroes in the industry.
While Oboro Shirakumo was a jovial and extroverted young man who had no shame when it came to doing ridiculous stuff in public, Kurogiri was a very stoic and disciplined individual. Doctor Kyudai Garaki had formed him from Shirakumo's corpse and made sure to program him so he would be loyal to Tomura Shigaraki at all times, as per All For One's orders.
Their Quirks are also different, with Shirakumo's being focused on creating clouds while Kurogiri's is about creating gates that allow people to teleport from one point to another. The only major similarity is that they are both fog-like, perhaps signaling they are still the same person, hence why a lot of people ask "How did Shirakumo turn into Kurogiri?"
Does Kurogiri remember his life as Shirakumo in My Hero Academia?
Present Mic and Shota Aizawa managed to reach out to Kurogiri when he was captured, but the results only showed that he was originally Shirakumo and there wasn't much left of him. That is another major reason why a lot of My Hero Academia fans ask "How did Shirakumo turn into Kurogiri?"
However, it was during the events of the final war arc when his Nomu programming began to clash with his old memories, thus showing that a part of his old being was still active. As he took Mic and Aizawa away from the battlefield, they managed to reach out to him, and he helped them teleport the available heroes to aid Deku on the battlefield.
It is worth pointing out that Kurogiri remained loyal to Tomura Shigaraki until the very end as he attempted to block Deku's attack in the final battle. However, Katsuki Bakugo stopped him from fulfilling that goal. He died shortly after, with Present Mic highlighting how he kept Shirakumo's selfless nature as he was willing to sacrifice his life to aid Shigaraki.
