Dragon Ball fans often ask the question "Is Dende more powerful than Kami?" and is easy to see why when considering that the story never gives a very straightforward answer about it. Once Kami fused with Piccolo to become one Namekian again, Goku went to Namek and picked up Dende so he could become the new Guardian of Earth, which is the role he maintains to this day in the series' canon.
In that regard, the comparison between Dende and Kami's strengths is not as straightforward as most other examples in Dragon Ball. That is because Dende never truly fights in the story and Kami only has some references in terms of his strength when compared to Kid Goku or his battle with Yamcha, although there are other ways to make this comparison.

The truth of the matter is the series never gives a straightforward to the question "Is Dende more powerful than Kami?" and that is because Dende is not a fighter. Therefore, it is harder to gauge a character's strength because there are no feats that can be used to determine how strong Dende is as a fighter since he never battled in the story.
However, there is another factor that can be used and that is the Dragon Balls and how powerful each set can be. This shows that Dende is stronger than Kami, even if the story never says it outright, as his set is capable of granting three wishes instead of just one, which has been established in the story as a sign of greater power.
That was also shown during the Namek saga as the set over there was capable of granting three wishes, although in a smaller case, such as requiring one to revive just one person, as shown in that arc. Therefore, it can be argued that Dende is even stronger than the Grand Elder Guru as well.
How the Dragon Balls measure their respective strengths
As mentioned earlier, there are Namekians who have the power to create the Dragon Balls, which are the orbs that summon the dragon and grant wishes to people. In that regard, the more powerful the Namekian in question is, the more wishes the dragon can provide and with greater range.
This has been shown in the series with the aforementioned examples of the Grand Elder Guru, Kami, and Dende. There is also the fact that Super added the character of Zalama, who was the creator of the most powerful versions of these orbs and is deemed to be a very strong individual, although the story has only named him but has not shown him thus far.
Therefore, when taking all of these elements into account, it is fair to say that Dende is more powerful than Kami because of the range of wishes he can provide with his set of Dragon Balls.
