Dragon Ball Super fans often had the question "Is the Grand Priest evil or good" because of the way he was shown throughout the series, particularly during the events of the Tournament of Power arc. In that regard, his position as the father of the Angels and the closest servant to Zeno makes him a being with a lot of power throughout the multiverse, so his morality has to be taken into account.
It is fair to say that the anime, as of this writing, has not given the Grand Priest a lot of focus, so the jury is still out when it comes to him being good or evil, especially given that the story has not forced him to intervene in any circumstances. However, Grand Priest has never been confirmed to be good or evil throughout the Dragon Ball Super series.
There is no denying that a lot of fans would want to see more of the character and see the full extent of his power.

Is the Grand Priest evil or good?
The Grand Priest seems to be only loyal to Zeno's will. This is shown by the fact that he continuously humors the powerful ruler's wishes and caters to them without a second thought, which seems to highlight the fact he only cares about keeping a degree of order in the multiverse.
Furthermore, the character has never truly gotten himself involved in any of the arcs, with his biggest contribution to the plot being the creation of the arena for the Tournament of Power. For the most part, the Grand Priest has been a passive player throughout Super and nothing, as of this writing, seems to suggest that is going to change in the near future.
The Grand Priest's role explained
He has the role of the most loyal servant to Zeno, the ruler of the multiverse, and the confirmed father of the Angels of each universe. The Grand Priest also seems to organize most of the hierarchy and is the one calling the shots for the most part in the story due to Zeno's childish nature.
It has been speculated by some that he is also the mentor of Zeno, much like how each Angel trains a candidate for the God of Destruction position. However, this is mere fan speculation at the moment and Dragon Ball Super has not addressed the topic of the Grand Priest's relationship with the most powerful entity of the multiverse.
Explaining why Dragon Ball Super fans thought he was evil
A lot of Dragon Ball Super fans had the question "Is the Grand Priest evil or good?" because there were some shots in the Tournament of Power arc where he looked rather ominous and serious. This led a lot of fans to theorize that he had a master plan behind the destruction of these universes, although that never happened in this arc.
There were even some theories that Frieza was involved in a coup against the two Zenos, although that was, once again, mere fan speculation. There is nothing in the story thus far that suggests that the Grand Priest is evil but there isn't anything to suggest he is good, either.
