Many people have praised Boruto Two Blue Vortex after Jura, the leader of the Shinju clones, raised the stakes in the story. The villain's imposing nature and sheer strength have been a significant part of the story thus far, but it is obvious that he will not be the final boss of the series.
Introducing the final boss this early has never been part of the franchise. While Jura has been a major player in the recent Boruto Two Blue Vortex chapters, he is not being constructed as the ultimate target for the main cast to beat. There are also some significant characters who could be set up as the final boss, such as Kawaki or Shibai Otsutsuki.

Explaining why Jura is not going to be the final villain in Boruto Two Blue Vortex
There is a good chance that Jura will serve as the opening villain of the Two Blue Vortex time-skip, mainly contributing as a challenge for Boruto to overcome. However, there is very little build-up to Jura's character, and his origin doesn't have many connections to the series's overarching narrative, as most final villains tend to have.
In that regard, Shibai Otsutsuki is a compelling case for the series' final boss since he is regarded as a god of his race and someone who has managed to transcend to another plane, which no one else has accomplished. The idea of a transcended deity stepping up as the final boss of the series is reminiscent of what author Masashi Kishimoto did in Naruto with Kaguya but better written.
Moreover, the Otsutsuki have become the overarching threat of the franchise since Kaguya's infamous introduction, and it would be fitting for the story to end against the ultimate individual of said race. There are also some theories that Shibai could be interested in taking Boruto as his vessel, which could be setting up a major conflict that Jura simply doesn't have.
Making the case for Kawaki
It would make a lot of sense for Kawaki to be the final villain of Boruto Two Blue Vortex because the first scene of the series had him facing the protagonist, so the story started with them. Moreover, many people have made the obvious comparison between Boruto-Kawaki and Sasuke Uchiha-Naruto Uzumaki, which could be a repeat of the original series, but with Kawaki having a much clearer villainous path.
Boruto Two Blue Vortex, in a way, started because of Kawaki's machinations and Eida's Omnipotence, which also led to him sealing Naruto and Hinata. There is a clear conflict between him and Boruto, and Kawaki could go into a downward spiral in the coming arcs, thus cementing his role as the series' main villain.
Final thoughts
Jura won't be the final boss of Boruto Two Blue Vortex since he is meant to be an opening villain for the series. Moreover, characters such as Shibai Otsutsuki and Kawaki have stronger themes that could give them much more notoriety and impact as the final villains.
