Boruto Two Blue Vortex introduced the Shinju as the new lineup of villains who might play the role of a common enemy to both Kawaki and Boruto. The origins of most of the Shinju were revealed to be the genetic data of people trapped in the numerous trees.

However, the origins of Jura, the current acting leader, haven't been revealed. Given the numerous hints about the Shinju's abilities stemming from their actual human counterparts, it is noteworthy that Jura can use jutsus previously used only by Isshiki. This implies that Jura might be the final villain Boruto will need to defeat.

Boruto: Jura might just be the final rumored Otsutsuki villain

While Jura has already been confirmed as a new evolution of the Ten Tails, his actual origin and the psyche that served as the blueprint for Jura haven't been revealed, unlike the rest of the Shinju. But Jura's use of the claw marks and their implied association with Code and Jashin makes it possible that Jura is actually just a proxy of Jashin or the actual villain behind it all.

Daikokuten is a jutsu that allows one to place people or objects in an alternate dimension where time does not flow and retrieve them at will. Originally, this ability was shown to be of Isshiki Otsutsuki.

Jura's manifestation of the same cubes from this dimension suggests he has access to Daikokuten. However, this is puzzling because Jura does not possess the Kokugan which enabled Isshiki to use this very jutsu.

This discrepancy raises the possibility that Daikokuten is a secret jutsu. It suggests that Isshiki might have either learned this jutsu through a special bloodline trait shared with another Otsutsuki or was taught it by another Otsutsuki.

This implies that the Shinju are not inherently capable of using jutsu tied to a doujutsu. This is even somewhat confirmed due to Hidari having access to Sasuke's Chidori while not having access to the Susano or other jutsus tied in with his eyes as shown in the latest Boruto chapters.

Further supporting this is the nature of Code's claw marks. Amado stated that Ada and Daemon’s powers originated from Shibai. However, he never stated that Code’s claw marks were derived from Shibai.

This allows the possibility of Code's power having a much different origin. It is entirely possible that Shibai and his partner ascended to godhood but in a completely opposite manner.

The Ten Tails's cage featured two destroyed tablets whose origins are unknown. One might belong to Shibai and the other to his partner. In the Naruto universe, three god figures have been mentioned: Jashin, Kaguya, and Shibai. Correspondingly, there are three different planes of existence, namely Heaven, Earth, and Hell.

It is possible that Shibai, wielding the Pure Eye, and his partner, wielding the "impure" Eye, embody themes similar to Indra and Asura, representing Good and Evil, respectively. Shibai, the pure one, ascended to Godhood, while Jashin descended to hell and is now working towards achieving godhood similar to Shibai. This also sits well with the possible theory around how Shibai's partner might be the final villain.

Code's claw marks might be an extension of Jashin, with Jura now acting as the literal proxy of Jashin. This essentially positions Jura as the possible final antagonist, especially given the emerging ideas suggesting that Shibai might actually become an ally later on.
