Boruto: Two Blue Vortex chapter 15 is set to be released on October 21, 2024. However, the spoilers for the chapter have already been released, confirming the truce between Kawaki and Boruto. Boruto's words to Kawaki about being Naruto's disciple could actually be true, considering how Kawaki's tale has been showcased since the start.
All of this goes down to the Shippuden series and how Naruto at that time resembled Kawaki of Two Blue Vortex. Both of them have an aim that they are obsessed with, and their true potential was limited due to various reasons. Paralleling this, Boruto is the successor of Sasuke because he paid all his attention to training and fortifying his jutsu techniques.

Boruto: Two Blue Vortex showcases Kawaki as Naruto's true disciple and successor
The last part of Boruto: Two Blue Vortex chapter 15 spoilers revealed that Boruto and Kawaki joined forces and announced a temporary truce to fight against the Shinju. As they did this, Boruto advised Kawaki to train directly under Naruto, labeling him as the Seventh Hokage's disciple.
However, as releasing Naruto would take time, the protagonist suggested another way to Kawaki. He revealed that Amado had been limiting Kawaki's true potential, and he could try to get Amado to release it fully so that they could take down the Shinju without holding anything back.
Boruto's words, regarding Kawaki being Naruto's disciple, made perfect sense because not only did Naruto teach life lessons to Kawaki, but the Hokage also taught him a lot of techniques, most of which were ninjutsu. The real reason why Kawaki could be the true successor of Naruto was showcased in the Seventh Hokage's life after the time skip.
After the Naruto time skip, at the start of Naruto Shippuden, the protagonist returned to the Hidden Leaf Village and was greeted by his loved ones. Even after the time skip, his goal was the same (to bring back Sasuke Uchiha). Even though he didn't train that rigorously with Jiraiya, he was still a new person.
This parallels Kawaki after his time skip, as he, too, didn't train that rigorously and was burning with achieving his life goal, to remove Momoshiki so that he could bring back his savior.
Furthermore, this fits well with how the Shippuden Naruto still hadn't fully awakened his Nine-tails chakra, just like how Kawaki's true potential (as revealed by Boruto) is still sealed by Amado. So, Kawaki could become the true successor of Naruto if Boruto's prediction regarding his powers comes true.
Final thoughts
With Kawaki paralleling Naruto in every aspect, the same could be said for Boruto, who parallels Sasuke, who trained during the time skip, just like the Boruto: Two Blue Vortex protagonist. These parallels could be an indication that their temporary truce would work wonders against the Shinju and finally beat Jura in a game of his own.
