One Piece chapter 1130 officially revealed Loki, the Giant prince, and the official name of Elbaf, now referred to as "Elbaph." Loki's power level is speculated to surpass every other giant combined. Additionally, his starkly different appearance compared to previous silhouettes and descriptions has sparked many theories about his Devil Fruit, rumored to have been passed down through the Giant royal family.
Loki's name, design, and previous iterations of the actual "Loki" might be one of the biggest foreshadowings of his Devil Fruit currently present in the story. Similar to Loki from mythology, Oda's Loki might follow suit and possess powers based on illusions, which could influence the fables and stories within Elbaf.

One Piece: Loki's devil fruit might be based on his previous interpretations
Loki, the prince of Elbaf, has been a recurring figure in the series, with his initial mentions during the Whole Cake Island arc as one of the primary characters responsible for the falling out between the giants and Big Mom. His recent reveal in chapter 1130 fully displayed his visual design while presenting his overall personality.
Loki's complete introduction revealed many details, including the circumstances surrounding his sealing, which resulted in him killing the previous ruler of Elbaf, the King of Giants, who was also his father. As a result, Loki was crucified without confirmation of his Devil Fruit powers being revealed. In actual mythology, Loki is a god of mischief with powers ranging from shapeshifting and illusion creation to being a harbinger of chaos.
Similarly, Loki is also sealed in One Piece, much like his mythological counterpart, who is bound until Ragnarok. This event leads to the "destruction of the world," which includes the burning and simultaneous flooding of the world.
Some sources also describe gods of mischief as gods of reversals and "fables." Given that the prominent English translation of the land of giants is "Elbaf," it is possible this is a wordplay from Oda, foreshadowing Loki manipulating and altering the actual "fable" within "Elbaf" through trickery and his supposed powers of reversal.
Loki also shares an eerie similarity with Jango, a minor antagonist introduced alongside Usopp, who he defeats. Jango possessed the unique power of hypnotism, which did not originate from a Devil Fruit. It is speculated that Loki might somehow trick Luffy and take on his appearance, including the Gear 5 transformation, a possibility raised due to One Piece Chapter 1119, where Bonney assumed a Gear 5 transformation.
The current tale or "fable" accompanying the Straw Hats is one of heroism and overt support from senior giants like Dorry and Brogy. It is possible that Loki's powers could reverse this narrative, potentially bringing about the end of the world as well as the downfall of the Straw Hats. This would also serve as a callback to trickster gods being associated with fables and reversals, as described in some literature.
While these illusions might deceive most of the current characters in the narrative, Usopp may become the key player in defeating Loki. As the Straw Hat crew’s sniper, Usopp has already been established as someone with a keen eye throughout both canon and non-canon material.
Although it has not been confirmed, many fans attribute Usopp's flawless observation skills to his unconscious mastery of Observation Haki. Given the story’s deliberate vagueness about Usopp’s use of Observation Haki, Oda may have been intentionally withholding confirmation of his powers to make Usopp a crucial factor in Elbaf’s conflict against Loki.
Final Thoughts
The manga is currently on a two-week break with One Piece chapter 1131 scheduled for November 10, 2024. Chapter 1130 ends with Luffy's first meeting with Loki, along with the subtle foreshadowing of Vivi's return to the straw hat crew. Although many fans expected Ussop to go through his highly anticipated character development in Elbaf, nothing in such a manner has happened yet.
