One Piece has created one of the most intriguing characters in recent years in Loki, and there are a lot of questions regarding the motivations of the Elbaph Prince and his role to play in the series. Moreover, there are a lot of theories surrounding the character at the moment, and one of them is that he could be connected to the leader of the World Government, Imu.
This theory explains that Mosa, the mysterious friend that Loki talks through in the Den Den Mushi, could be Imu, thus being one of the biggest plot twists in One Piece history. That could explain a lot of Loki's role in the story and could also allow people to see a different side of Imu, who is a character who is filled with mystery.

Explaining how Mosa could be Imu in One Piece
One of the first elements of this theory is that it seems likely that both Imu and Loki seem to be semi-immortal entities, which means that they could have met a long time ago. That is something that could explain these two characters having a long-standing friendship, thus explaining how the Giant refers to this "Mosa" individual with such a friendly tone.
Some of the suffixes that Loki uses when talking with "Mosa" suggest that he is speaking to someone of a royal status, which would fit the leader of the World Government. There is also the fact that the prince mentions how this friend of his wants to destroy certain enemies, which could be the Straw Hats after the events of the Egghead arc or simply what led to the Void Century so long ago.
It is also worth pointing out that the Den Den Mushi that Loki is using is not fully depicted by author Eiichiro Oda, which could suggest that this character is someone the audience is familiar with. This doesn't mean that Mosa is Imu, but it validates this theory to a degree by showing that it is a character most readers are familiar with.

Perhaps a big reason why the One Piece community would reject this theory is that it would seem out of character for someone of Imu's stature to talk so casually with Loki. However, while this is something that wouldn't make a lot of sense, it could also give the leader of the World Government a bit more characterization and personality.
There is the possibility that Imu has a more personal side that she shows to certain people, and there could be a reason why she has a connection with Loki. Perhaps this character is connected in some shape or form to Imu's past, which could be an interesting way to discover her true motivations, especially when it comes to the likes of Joy Boy and Nefertari D. Lili.
Final thoughts
The idea of Loki and Imu having some sort of connection might be one of the most far-fetched One Piece theories at the moment, but there could be some validity to it. Moreover, it could also give these two individuals a bit more characterization, which is always welcomed.
