The world of One Piece is filled with mysteries and one of such mysteries is Luffy's mother. While there are many misconceptions on the internet regarding the reveal of this personality, the most popular theory states that this personality could be the former warlord Crocodile. However, as nothing is confirmed, another similar theory has surfaced on the internet stating that the mother could be a slave.
The God Valley Incident stated that the Rocks Pirates were stopped by Garp and Gol D Roger. However, Dragon could also be one of the fighters, and witnessing the Native Hunting Competition, that was in play on the island, he felt disgusted with his job. He then fleed with a slave who he 'possibly' married. Later on, Monkey D Luffy inherited her mother's will of freedom.

One Piece: Exploring the possibilities of a slave as Luffy's mother
The Native Hunting Competition is a killing competition in which the population of a selected island, and some slaves, are slaughtered by the World Nobles. The competition takes place every three years and the winner of the competition, the one with the most kills, gets to win rare devil fruits.
The only Native Hunting Competition the series has showcased is the one that happened on God Valley 38 years ago in One Piece. Moreover, this competition was also accompanied by the battle between the Rocks Pirates and the Roger-Garp alliance.
Where the details of these incidents are still shrouded in mystery, there are chances that some other Marine officers accompanied Garp in his battle against the Rocks Pirates. One such officer could be Monkey D Dragon, Garp's biological son. As stated in the series, Dragon couldn't find any justice in the Marines and left them, and the God Valley incident could be the biggest trigger to this action.
Garp, and the rest of the Marines, fought Rocks Pirates to protect the World Nobles, who were killing innocent people, from getting assassination. This could have triggered Dragon and he could have decided to leave Marine right at this moment, but he couldn't leave without saving anyone.
So, after saving some people and slaves that were brought to the island, Dragon escaped but one female slave could have accompanied him on his journey. This slave could have later become Dragon's wife and the biological mother of Monkey D Luffy. The slave's sense of freedom was later inherited by her son Monkey D Luffy.
Analysis and Final Thoughts
While the theory might sound appealing, it is supported by the single point of Dragon's sense of justice. On the other hand, the Crocomom theory (about Crocodile being Luffy's mother) has proper lore around it due to past events and hints present in the series.
Ivankov is aware of a 'secret' of Crocodile's reality and calls the former warlord Croco-boy, Crocodile's younger character design (revealed in an SBS) shows no masculine traits, a female wearing the same wardrobe as the former warlord during Roger's execution, and some hints indicate that the Crocomom theory still sits atop as the theory having the most potential for Lufy's mother.
