Fushigoro Megumi (grade 2 sorcerer) and Maki Zenin (grade 4 sorcerer) are some of the strongest characters in Jujutsu Kaisen and Mahoraga is the strongest shikigami of the Ten Shadow cursed technique which belongs to the Zenin clan.
Excluding the other 9 shikigami spirits, Mahoraga is different because the previous users of this cursed technique never managed to take control of this technique and either died or got gravely injured after summoning it. So, summoning this cursed spirit was a last resort thing for the user of the Ten Shadow Technique.
But despite going through the Perfect Preparation Arc, Fushigoro never learned to control this shikigami even though he could have done so with the help of the grade 4 sorcerer. As displayed by her battle against Naoya's cursed spirit, the latter couldn't sense her because she had no cursed spirit and was gifted with Heavenly Restriction. So, the same could have happened with Mahoraga.

Jujutsu Kaisen: Exploring how Maki could be the key to Megumi controlling Mahoraga
Mahoraga is the strongest shikigami from the Ten Shadow technique and the only one that hasn't been controlled by any one of its previous users. Fushigoro has tried summoning it various times in the series, for instance, in the first episode after Itadori ate Sukuna's finger, or during his fight with Sukuna in the Fearsome Womb arc of Jujutsu Kaisen.
But he summoned the shikigami through a ritual against Haruta Shigemo during the Shibuya arc. The ritual involves extending both hands and chanting the phrase "With this treasure, I summon.." After summoning the shikigami, there is no way of controlling it as it goes berserk, even hitting his summoner, just like he did with Fushigoro.
Mahoraga was again summoned during the Shinjuku Showdown arc by Sukuna who had taken over Fuhigoro's body and he was able to control the shikigami. But as this cursed technique doesn't belong to the King of Curses, his controlling Mahoraga couldn't be considered fair.
Even during the Perfect Preparation arc, Fushigoro didn't bother learning how to control Mahoraga as a trump card for the Culling Games. But the real question is, was there a chance of him controlling Mahoraga?
There could have been a chance of taming Mahoraga and that answer lies around the grade 4 sorcerer, Maki. Just like Fushigoro's father, Toji, Maki was also gifted with Heavenly Restriction which gave her monstrous physical strength instead of cursed energy.
She awakened her true powers after her sister, Mai, died for her, and the grade 4 sorcerer massacred her whole clan after that. A few chapters after that, Naoya, the person she killed during the massacre, returned as a cursed spirit to take her life.
After regular attacks didn't do much, Naoya used his domain expansion: Time Cell Moon Palace. The sure-hit technique of this domain rendered everyone motionless, but Maki escaped the domain's sure-hit technique because it couldn't detect her. This was because she had no cursed technique and due to this, she managed to kill Naoya once again.
So, the ritual would go the same as it has been from the start. Fushigoro would summon Mahoraga with Maki as a part of the ritual, just like he did with Haruta Shigemo. After summoning him, it would be a 2 vs 1 battle between the sorcerers and the shikigami.
Megumi's cursed technique would obviously be overpowered by the shikigami as, just like him, the previous users of Ten Shadow Technique were never able to tame it. The game changer would be the grade 4 sorcerer with her Heavenly Restriction because Mohraga wouldn't be able to detect her presence, due to her having no cursed energy.
This would give her a chance to close in on the shikigami and deliver considerable to him. This would give Megumi the chance to deliver the finishing blow on the shikigami and defeat him. This would let the cursed sorcerer tame Mahoraga, thus bearing the burden of his cursed technique, adaptability.
Final thoughts
During the Culling Games of Jujutsu Kaisen, after Sukuna tried to take over Fushigoro, the latter tried summoning Mahoraga. Although his previous experience with the shikigami was traumatic, it could be said that he could have some way of controlling it this time. But Sukuna didn't let him summon the cursed spirit.
But the importance of Heavenly Restriction could lie in them helping the users of the Ten Shadow Technique. Toji abandoned his clan and resorted to the Fushigoro clan, which could be the reason why the previous user of the Ten Shadow technique failed to tame Mahoraga. But as this article is a speculation, take it with a huge grain of salt.
