Megumi's villain arc is something that a lot of people in the Jujutsu Kaisen theorized for a long time, especially during the days of the Culling Games arc and the following possession of his body by Ryomen Sukuna. There was a theory that Megumi was going to be corrupted and make full use of his potential as a sorcerer, although author Gege Akutami took a very different direction.
There were multiple hints throughout the story that he was holding back in Jujutsu Kaisen because of mental blocks, and Megumi's villain arc would have been an interesting twist to see his potential. Moreover, it would have made Yuji Itadori's quest to save him from Sukuna all the more tragic and made an impending confrontation between them feel a bit more memorable.

Explaining why Megumi's villain arc would have made the Jujutsu Kaisen ending a lot better
A lot of fans theorized that Megumi's villain arc was going to happen because author Gege Akutami established that he was slowly becoming a bit more unhinged to help his sister Tsumiki. This was further emphasized during the events of the Culling Games arc, where he chose to kill Reggie to gain points and save her sister, but this direction for his character went nowhere.
Furthermore, the vast majority of Jujutsu Kaisen had people mentioning his potential, with the idea of Megumi's villain arc being the place where he could reach his peak. Some theorized that Tsumiki's death could have corrupted him and wanted to lash out due to spite and anger, although it is fair to say that this is something that could be deemed out of character.
There is also the fact that Yuji Itadori spent the entirety of the final arc attempting to rescue him and his body from Ryomen Sukuna. In this context, Megumi's villain arc would have made the ending a lot more tragic and probably would have led to a memorable clash between the two characters who started the series.
The issues with Megumi's character
The reason why a lot of Jujutsu Kaisen fans would have liked to see Megumi's villain arc as the ending of the story is because his character was ultimately lacking in development. While he was connected to a lot of major players in the story and plot elements, such as being Satoru Gojo's student and Toji Fushiguro's son, the truth of the matter is that Gege Akutami didn't develop them.
Megumi doesn't change a lot from the beginning to the end of the story, and elements such as his potential, his insecurities, and mental blocks were never properly concluded. That is something that makes him an underdeveloped character, especially considering that he spent most of the final arc basically locked away because of Sukuna's control over his body.
Final thoughts
There is a fair argument to be made that Megumi's villain arc would have elevated his character and provided a much more memorable conflict to the ending. However, that is ultimately the result of the frustration that the Jujutsu Kaisen fandom has had with the conclusion of the story.
