Momoshiki is stronger than Kaguya, and Boruto has made it obvious since the beginning

Momoshiki Otsutsuki is one of the strongest antagonists of Boruto and his performance at the start of the series is proof of his sinister nature. However, since the climax of Naruto, there has been talk about whether Momoshiki is stronger than Kaguya. Fortunately, the answer to this is already present in the series and it is not what the fandom is expecting.

At the start of Boruto, while patrolling different dimensions, Sasuke Uchiha stumbled upon a mysterious scroll which was Kaguya's will. This explained how she was vary of Momoshiki's arrival and prepared an army of thousands of Zetsu soldiers to handle him, hinting that Momoshiki could be a bigger calamity than the fandom perceives him as.

Boruto: Exploring why Momoshiki is stronger than Kaguya

During the start of Naruto Next Generations, Sasuke Uchiha stumbled upon a mysterious scroll while he was running through a dimension. After analyzing the contents of this scroll, he discovered that this was the scroll left behind by Kaguya Otsutsuki after her sealing.

The scroll had Kaguya's life journey across Earth and why she betrayed his partner, Isshiki Otsutsuki. However, the strange thing mentioned in this scroll was the mentioning of a 'threat' that even the godly being Kaguya Otsutsuki feared. Although no name was mentioned for this threat Kaguya did state that she prepared an army of thousands of White Zetsus to fight this threat.

As expected, Sasuke couldn't make sense of the last part of this scroll because he couldn't imagine something stronger than Kaguya. However, everything made sense after Momoshiki Otsutsuki invaded Earth and started to hunt down each jinchuriki to harvest the chakra tree himself.

This should be enough to state that Momoshiki Otsutsuki is stronger than Kaguya Otsutsuki, even though the damage the latter caused was more. This could be due to the shinobi not being strong enough in Naruto and the protagonist duo being strong enough (and knowledgable of the Otsutsuki) in the Boruto series such that they stopped Momoshiki before things went out of hand.

Why was Kaguya scared of Momoshiki?

After Amado infiltrated the Hidden Leaf Village in Boruto, he was taken hostage until further notice. During this time, he revealed the origins of the Otsursuki clan members that attacked Earth for its chakra fruit. Amado revealed that two Otsutsuki clan members attacked Earth to harvest its chakra fruit. These were Isshiki Otsutsuki and Kaguya Otsutsuki.

Kaguya Otsutsuki, being part of a lower class, was to be used as a sacrifice to awaken the chakra fruit. However, once they reached Earth, Kaguya felt greedy and betrayed his partner. She then carried on to eat the chakra fruit and became obsessed with anything that had a life force in it.

After hearing about her acts, Momoshiki decided to take matters into his own hands and visited Earth to take care of Kaguya's mess. He started by absorbing the chakra of all the tailed beasts and even claimed to take care of Kaguya himself (as she is still sealed, not dead).
