From the scene where she was introduced to the scene where Torako was forced to become the president of the club where she would take care of Nokotan, she is the star of the show as indicated by My Deer Friend Nokotan episode 1.
On the other hand, Torako is the average anime protagonist who complies with doing anything without questioning the situation itself. Her background as a delinquent went against her so that Nokotan could rise to the top as the favorite character from the series.
Now, the elephant in the room and the aspect that matters the most, the humor. Humor can take two shapes: either focus entirely on a single point, like Shimoneta did on ecchi scenes, or create funny scenes and involve the whole cast in it, like the famous comedy anime like Konosuba, Nichijou, and Grand Blue.
