With the release of My Hero Academia chapter 427, the manga series saw Deku conveying Tomura Shigaraki's message to Spinner. With that, the series concluded Spinner's storyline. Right after, the manga series saw Kai Chisaki return as the former Shie Hassaikai boss confronted him.
The previous chapter saw Endeavor conveying to Toya how he wished to atone for his sins. With that in mind, he planned to spend the rest of his days speaking to him. The manga series then revealed that Hawks had become the new President of the Hero Public Safety Commission.

My Hero Academia chapter 427: Former Shie Hassaikai boss confronts Kai Chisaki
My Hero Academia chapter 427, titled 'Who was Tomura Shigaraki, Really?,' opened with a television program focusing on Shigaraki Tomura. The program saw the citizens sharing what they thought about the villain. Needless to say, people only had negative things to say about the villain that destroyed so much.
In addition, the program showcased how the reconstruction was going smoothly. Nevertheless, there were still several areas where the restoration efforts had yet to reach. This proved how far the destruction had managed to spread.
My Hero Academia chapter 427 then switched to Deku and Spinner. During this, the doctor explained how the Quirks Spinner had received from AFO were causing him to turn into a Nomu. Fortunately, their research on the same helped put a stop to it. Right after, Spinner called Deku a "murderer," asking him why he had come to meet him.
In response, Deku revealed that he wanted to share Shigaraki's final words with Spinner.
Tomura Shigaraki's message to Spinner:
"Even to the bitter end, Tomura Shigaraki...kept fighting to destroy."
Spinner was confused about why the message was only for him and not also for his fellow League of Villains members Dabi, Toga, or Compress.
Nevertheless, Spinner was moved by this gesture and revealed how Shigaraki was his ray of hope. Right after, the heteromorph began to despair. The more he despaired, the more his Body Bulk Quirk activated, making him stand tall against the ninth OFA user. While the doctor wished to stop Spinner, Deku asked him to stay away.
Right after, Spinner called Shigaraki Tomura his hero and grabbed Deku. He shared how Shigaraki was his first friend and loved the same video games he played as a shut-in. Deku was certain that Shigaraki felt the same way about him as he had the League of Villains in his heart. These words moved Spinner as he regretted not stepping up to save his friend/hero in the past.
At the same time, the television program from earlier also saw citizens sharing how they should learn about Shigaraki's origin but never empathize with him. This is because such emotions could lead to the origin of new villains just like him.
Moments later, My Hero Academia chapter 427 saw Deku leaving Spinner's room. During this, Spinner expressed his desire to write a book on Shigaraki to never let his past die. Deku suggested that Spinner make it a comic but instantly corrected himself, stating that he would never forget Shigaraki Tomura.
Right before Deku left, Spinner asked him to give a message to Mezo Shoji, wishing him to do his best.
After Deku left Spinner, he met up with All Might and Tsukauchi in the waiting room. There, Tsukauchi explained what happened to Kai Chisaki. Following his arrest, Kai Chisaki was confronted by the former Shie Hassaikai boss.
As fans might remember, Kai Chisaki deeply cared about what his boss thought of him. Hence, he was terrified to learn that the former yakuza boss had lost faith in him. The boss expressed his discontent with Chisaki, asking him to apologize to Eri but never forget what he did to her. He was set to make sure that Chisaki would despair for his actions by chewing him out about it until the day he died.
Deku was glad that Chisaki was dealt with but wished for some way to prevent these things from happening. Tsukauchi was certain they could not do that unless Hawks were to somehow multiply the number of heroes. But that was just a joke. Right after, All Might asked Deku to brighten up as the new first years were arriving on the same day. Hence, they should try to welcome them with smiling faces.
That said, Deku believed that as second-year students, they would not get many opportunities to interact with the first years. Nevertheless, when Deku returned to U.A. High School, he was shocked to see the first-year girls go after Katsuki Bakugo and Shoto Todoroki, hoping to get their phone numbers. This incident saw Minoru Mineta get envious.
