My Hero Academia chapter 428 was recently leaked. It mostly focused on the class helping rebuild one of the cities destroyed in the final war arc and Ochaco Uraraka's inner pain because of Himiko Toga's apparent death. However, it also showed Deku's new hero outfit. This might not be big news to many readers, but it hints at his hero career not ending despite losing One For All.
There is no denying that My Hero Academia chapter 428 filled the fandom with the hope of seeing the protagonist once again as a hero and having a long career, something he has wanted since the story began. However, this context begs the question of how author Kohei Horikoshi plans to end the series and how Deku's current fits in the overarching narrative of the story as a whole.

My Hero Academia chapter 428 has probably hinted at Deku continuing to be a hero through his new outfit
My Hero Academia chapter 428 showed the main cast working to rebuild one of the cities destroyed in the final war arc and showed Deku wearing a new hero outfit, which didn't go unnoticed by most of the fandom. It makes sense when considering this, which means he will continue as a hero for the foreseeable future, although that also leads to some things worth taking into account.
The protagonist lost One For All in the final arc when he transferred it to Tomura Shigaraki so he could defeat him in the vestige world, with Deku now just having the embers that remain within him. This is not dissimilar to All Might's state at the beginning of the story after he handed that Quirk to Deku, which means that, on paper, the latter still has a few months left with the embers of this power.
It is hard to predict what Deku's hero career will be like, and there is a chance he will end his studies at UA as a Quirkless person, just like he started in the story. Author Kohei Horikoshi seems to be heading in that direction, although that is mere fan speculation at the moment.
Reactions online to Deku's outfit in My Hero Academia chapter 428
If Horikoshi maintains the logic he has established in the series, then what was shown in My Hero Academia chapter 428 shouldn't stop Deku from losing One For All in the coming months. However, compared to All Might's case, the latter also transformed his appearance to maintain a certain image to the public, so it has to be seen if this plays a role in Deku keeping this power for a longer time.
The idea of Deku ending the series Quirkless is something a good percentage of the fandom has been considered for a long time, and it made sense from the perspective of irony. After reaching the peak of power in the series, he would be back to square one, albeit with much more experience and having contributed to the betterment of hero society.
"Too bad he won't be using it for too long," someone said.
"With what powers," another person said.
"So he's still a HERO!!! Ok, I'll catch up," someone else said.
It is also worth pointing out that this has been people's interpretation of My Hero Academia chapter 428, and the story has not addressed whether Deku will continue as a hero. He might be wearing this hero outfit because he is participating in the reconstruction of the city, and Shota Aizawa asked them to dress as heroes.
"If only he had the quirk to make it work," someone said.
"overdressed for someone who will only ever do paperwork..." another person said.
This is just speculation from the fandom at the moment, but there is a chance Deku could continue being a hero, although it would need to be addressed in the manga before the ending.
