My Hero Academia fans are known for being very passionate about their favorite characters, and some of that includes victimizing the main villains of the series. Twice, one of the members of the League of Villains is a very good example of that trend, as he is often identified as the "good guy" among the criminals, although the truth is a lot more different.
It is also worth pointing out that Twice has committed multiple crimes across the My Hero Academia series and was willing to do a lot more to help his friends in the League of Villains. Ultimately, while there is an obvious tragic element to his character, his actions are that of a villain and aren't that much different from more ruthless antagonists such as Dabi and Tomura Shigaraki.

Explaining why Twice is ultimately a villain in My Hero Academia
The League of Villains is a group of antagonists that has a lot of backstories so audiences can understand where they came from and Jin Bubaigawara, most commonly known as Twice, is also perceived as the most sympathetic. His parents were killed, he dropped high school and was on his own while being simply a likable and humble guy who wanted to have some friends.
It is a sad story and is understandable that fans have a degree of empathy for him but that doesn't negate the fact that Twice was a terrorist throughout the series. While he had nowhere else to go, he still supported what Tomura Shigaraki and his friends were doing and was actively contributing to those actions, which is something that a lot of fans tend to gloss over.
Even during the events of the Overhaul arc, there was a point where Twice and Himiko Toga were attempting to kidnap Eri, who was just a helpless and innocent girl with a long history of being abused. Moreover, during his final moments, Twice would have caused a lot of tragedies with his Sad Man's Parade clones if Hawks hadn't decided to take his life, which was ultimately the right choice at the time.
More reasons to explain why Twice wasn't a good guy
There is a direct comparison that can be made between Dabi and Twice as both characters had difficult backstories in My Hero Academia but were also given the chance to do something better with their lives. However, Twice chose to be a terrorist without having a lot of doubts and Dabi chose to dedicate his entire existence to destroying Endeavor and their family, which ultimately cost them their lives.
There is an argument to be made that someone like Twice, much like Mr. Compress and Spinner, is probably a good guy when compared to other villains but that doesn't make him a nice person in general. A good example of that is how he attempted to kill Deku while Spinner saved the latter, which goes to show the difference in moral codes when compared to his own friends.
Final thoughts
It makes a lot of sense that many My Hero Academia fans are sympathetic with villains such as Twice but that doesn't justify his actions. He is willing to commit a lot of crimes with the League of Villains and is equally responsible for the tragedies they create throughout the story.
