My Hero Academia latest chapter confirms how Hawks can bring the change in the Hero Society as the new President

My Hero Academia chapter 426 is set to be officially released on Monday, July 1, 2024. However, days before its release, the manga chapter's spoilers leaked online. With that, the latest developments in the manga were unveiled. While the chapter is majorly set to focus on the Todoroki family story, it also reveals that Hawks becomes the new President of the Hero Public Safety Commission.

As fans must know, Hawks was groomed by the organization to execute several immoral missions, the most prominent one of which was the one where he was asked to work as a double agent for the League of Villains. Nevertheless, these missions caused the hero a lot of torment. Fortunately, he had now become its President, possibly hinting at changes he could bring to the Commission.

My Hero Academia: How can Hawks bring a positive change to the Hero society?

By becoming the Hero Public Safety Commission President, Hawks had essentially attained the reigns to control the relationship between Heroes and the public.

While the Hero Public Safety Commission was an agency responsible for managing the interactions between Heroes and society as a whole, it was also focused on investigating the most dangerous cases of criminality. However, unlike what one would expect, the Commission wasn't clean.

In the past, the Commission used people from the underside of society, treating them as disposable assets. However, as the number of crimes committed by Pro Heroes increased, the Commission was forced to recruit and use Pro Heroes so that they could go against Heroes in public. Two of the primary victims of such recruitment were Lady Nagant and Hawks.

Lady Nagant was groomed by the Hero Public Safety Commission to become an assassin for killing corrupted heroes and villains. However, such missions were worsening her mental health, following which she questioned the Commission's morality in operating this way, asking for their operations to be transparent. However, the President did not comply and ended up dying at Lady Nagant's hands. Right after, the former hero was imprisoned in Tartarus.

As for Hawks, the Commission began training him from an even younger age than Lady Nagant so that he would not make the same mistake she did. In doing so, they were able to get Hawks to work the way they wanted, getting him to commit any immoral action for the sake of the Commission. This was evident when the hero was asked to work as a double agent for the League of Villains.

However, now that Hawks has become the President of the Hero Public Safety Commission, there is good reason to believe that he can finally break that cycle. In doing so, he can prevent Heroes from succumbing to the same fate he and Lady Nagant went through. He knows how corrupted the Commission was and could work toward making it transparent, turning the Hero society into a peaceful one.
