My Hero Academia chapter 428 recently came out and ended with the revelation that Ochaco Uraraka was holding back a lot of emotional pain because of Himiko Toga's fate. While the fate of the former League of Villains member has not been fully confirmed in the manga, there is a theory that Uraraka's reaction means she died, and their arc could lead to that "single step" Quirk society needed to improve.
When it comes to the My Hero Academia villains, Toga was probably the one who faced more criticism and prejudice simply because of the Quirk she had and was treated as a monster. But when Uraraka showed compassion toward her and tried to understand her, that was when Toga was willing to save her life by giving hers, which could be a good thematic conclusion to this topic of Quirk society.

Explaining how Uraraka and Toga's arc could lead to improvements in the My Hero Academia society
While the series has had several villains with tragic backstories, Himiko Toga might be the one best suited to reflect the flaws of the story's society. Instead of having people trying to understand her, she was judged and mistreated because of her Quirk, leading to her dark path with the League of Villains. However, Toga was willing to give her blood to Ochaco Uraraka when the latter showed her compassion and understanding.
Toga's backstory fits with Curious' description of her during their battle in the My Villain Academia arc, with the latter saying that the former is "the manifestation of darkness in this super-powered society." However, Nezu, the UA director, stated at one point how intolerance was rotting society to its core and Uraraka's ability to understand others, which was also on display during the Deku Vigilante arc, could be a deciding factor in making things better.
Uraraka constantly tried to understand Toga and humanize her, which is something that probably would have kept the likes of her, Tomura Shigaraki, Twice, and Spinner from becoming villains. It could be the right step to improve society so the same old mistakes don't take place again.
The nature of Toga and Uraraka's relationship
My Hero Academia author Kohei Horikoshi built several hero-villain dynamics throughout the series that reached its conclusion in the final war arc, such as Izuku "Deku" Midoriya with Tomura Shigaraki and Dabi with his brother Shoto Todoroki. Himiko Toga and Ochaco Uraraka had a very similar approach, but it could be argued that they were also the most complex of the three examples.
Uraraka's arc was about trying to understand other people, including the heroes who give their all to save others and even villains like Toga. Therefore, their final battle wasn't really about strength but about their values and trying to find common ground, which eventually happened when Toga gave her blood to save Uraraka, most likely dying in the process.
Final thoughts
Uraraka and Toga have had an arc that focused on trying to understand each other, which could be what the My Hero Academia society needs to push forward to a better state. Therefore, there is a chance that the final two chapters could show that as an example of things getting better.
