My Hero Academia season 7 episode 19 opens with one of UA's evacuation blocks halting as citizens grow concerned about the ongoing battle. Inside the jammed evacuation block, Rei, Natsu, and Fuyumi Todoroki are among the evacuees. Meanwhile, Deku vs. Shigaraki continues.
In the control room, La Brava deduces that someone inside the block intentionally stopped the evacuation. The narrative then reveals an AFO devotee is behind this. As he gets caught, he makes the block's roof collapse. While the heroes protect the civilians, the situation worsens as AFO continues his advance and Dabi's heat escalates.
It's revealed that Dabi is storing heat to self-destruct within ten minutes or less, with a blast radius of 5 kilometers, and the jammed evacuation block is within that range. With no one left to stop AFO, Tsukauchi fears the worst until he receives a call from All Might.
In Kamino, Iida and Shoto are left in the aftermath of Dabi's escape. Shoto, troubled by their earlier failure, also receives a call from All Might, who informs them of the situation at Gunga and urges them to stop Dabi. As they head to their destination, Stain observes them from a distance, noting their selfless determination.

In My Hero Academia season 7 episode 19, All Might prepares to face AFO, reassuring Tsukauchi that this fight has always been his. As AFO draws near, All Might reflects on their past battles, determined that AFO won't ignore him.
Despite Tsukauchi's warning about his quirkless state, All Might recalls his advice to Deku about being a hero without quirks. He activates his mecha suit, declaring, “I am here.”
Meanwhile, the evacuees, including the Todoroki family, notice Dabi's growing blast radius. Endeavor, reaching his limit, tries to lead Dabi's explosion away from others.
As Dabi's flames intensify, even burning him, Endeavor recalls that near-death experiences can trigger quirk awakenings, just like Bakugo did, while it can also get an adrenaline rush, giving an extraordinary power.
He realizes that Dabi has manifested his mother's Ice quirk. Reflecting on his past failures, Endeavor decides to atone by sacrificing himself to save everyone else.

In the ending scenes of My Hero Academia season 7 episode 19, Iida and Shoto arrive at the battlefield with incredible speed, combining their quirks for maximum velocity. Iida carries Shoto close to the epicenter before his engines give out, and Shoto takes over, using his Phosphor to enter the fray.
Reflecting on his past, Shoto is determined to stop Dabi. As Dabi's explosion begins, he regrets his life choices, wishing he had more time with his family.
Shoto then unleashes his Great Glacial Aegir, freezing the explosion and preventing the blast. Noticing his entire family nearby, Shoto is grateful for their support, knowing he couldn't have stopped Dabi alone.
Endeavor approaches Dabi, apologizing for not visiting Sekoto Peak earlier, causing Dabi to tear up. The episode concludes with Endeavor apologizing to his family for his past wrongdoings as they all collapse from exhaustion and injuries.
