The episode began by showcasing the final moments of the Todoroki battle. Following that, it jumped straight into the sequence of events leading to Uraraka Ochaco attempting to reason with Himiko Toga. Uraraka Ochaco is in a precarious spot because her duty as a hero is to take down the villain who is actively trying to kill all the heroes present there.

At the same time, she knows that Himiko Toga is misunderstood and that a small amount of affection can go a long way. Himiko utilized Jin’s blood to create thousands of clones using his Quirk, Twice. Uraraka was overwhelmed initially because of the sheer number of clones that she and other heroes had to take on. Despite Himiko Toga’s efforts to push Uraraka away, the latter was determined to get through to her.

In the end, Himiko Toga embraced Uraraka, and she was able to open up to the woman that she loved. The episode ended with Himiko Toga asking Uraraka if she found her cute, to which the hero replied “The world’s cutest”.

My Hero Academia season 7 episode 21 will most likely continue to focus on Himiko and Ochaco since some loose ends need to be accounted for.
