Naruto and Sasuke, who were more proactive and engaged throughout the earlier parts of the Boruto series, soon faded into the background and are currently completely absent from the story. Both of these characters shared the position of the strongest within the story for a considerable time, with the narrative revolving around their decisions for a significant portion of the series' lifetime.
Given their current status and reputation, paired with the abysmally low power levels in the current story, it is justifiable for them to receive some form of power-up to make them stand out from the other shinobi, all of whom are now weak compared to the new threats.

Boruto Two Blue Vortex: A Naruto and Sasuke power is needed for their reintegration
Naruto and Sasuke have served as the main characters of the series ever since the release of the first chapter, with later arcs revealing their lineage dating back to Hagoromo and, by extension, the Otsutsukis.
Although their initial strength, carried over from the original Naruto series and further augmented by their status as Ashura and Indra's reincarnations, was enough to thwart most of the threats in Ikemoto's series, the story itself experienced an unprecedented inflation in power levels.
Kaguya served as the main antagonist of the series, with an overall power level surpassing anything previously seen. This power level eventually became a regular occurrence with the introduction of the entire Otsutsuki clan as the main antagonists. However, the characters within Ikemoto's series did not experience a power-up, with Naruto's son currently being the only shinobi with a power level relevant enough to resist the Shinju.
Although Naruto's son and Kawaki are the spiritual replacements for Naruto and Sasuke, their power levels, evidently toned down in Ikemoto's series, currently make them very weak compared to the Shinju. Naruto himself is currently sealed in a separate dimension, and Sasuke is sealed in a tree.
Given their absence and their overall impact as characters within the series, it is essential to give them a considerable power-up to keep their characters distinct from the other inconsequential shinobi currently present in the story.
While fans might argue that Boruto and Kawaki should be the ones sharing the spotlight as the series’ two protagonists, both Naruto and Sasuke have had too much past impact on the series, which would be wasted if they were to become completely ineffective against the new threat.
Both Naruto and Sasuke will need some form of power-up to preserve their status as former protagonists. Otherwise, their return could be saved for the series' finale, allowing Boruto: Two Blue Vortex to focus solely on the new protagonists.
Final Thoughts
Boruto Two Blue Vortex chapter 16 will be released on November 20, 2024, and reveal the next course of action between Kawaki and the protagonist, especially since chapter 15 ended with them entering an alliance in order to deal with the threat of Shinjus.
Chapter 15 also depicted Code getting humiliated by Jura and retreating; it is possible that Code also enters a temporary alliance with the protagonist. Both Naruto and Sasuke are currently incapacitated in the story, but it is still highly possible that Sasuke may become somewhat more involved in the story through Hidari.
