One Piece chapter 1130's alleged spoilers revealed many things, including the actual origins of both Hajrudin and Loki, as well as how Loki might've usurped the current royal family somewhat.
Although Dorry and Brogy were two of the first giants ever to be introduced in the series, Hajrudin was the first giant to ever pledge his allegiance to Luffy and the Straw Hats. Hajrudin was first introduced in the Dressrosa arc as a mercenary who was also part of the New Giant Warriors crew.
Hajrudin's actual origins and intention behind desperately seeking out the Flame-Flame Fruit, despite being a giant, one of the strongest races in the series, remained a mystery until his direct claim to the throne of Elbaf was recently revealed via dialogue in One Piece chapter 1130.
Hajrudin's presence in Dressrosa was simply to acquire the Logia Devil Fruit in order to fight back against his much stronger brother, Loki.

One Piece chapter 1130: Hajrudin was the rightful ruler of Elbaf
Hajrudin was introduced into the series as a mercenary, formerly part of the Buggy Delivery Service, and later completely assumed his role as the captain of the New Giant Warrior Pirates. His actions throughout the Dressrosa arc revolved around his desperation to acquire the Flame-Flame Fruit, despite being a relatively strong giant.
Prior to One Piece chapter 1130, many fans expected Hajrudin to be a half-brother or illegitimate brother to Loki, the dialogue suggests that Hajrudin was the first prince of Elbaf, and Loki was born later.
All of this, along with the presence of the legendary Devil Fruit passed down through the giant royal family, suggests that the fruit itself was a sign of inheritance. Loki stole this inheritance by killing the king and, in the process, took away Hajrudin's claim to the throne.
Given the Flame-Flame Fruit's status as a Logia and its overwhelming ability to control and create flames, it is likely that Hajrudin came to Dressrosa to acquire it to increase his own powers, fight against Loki, and reclaim his birthright to the throne of Elbaf.
Loki's Devil Fruit remains to be confirmed, but given the repeated mention of wolves, the frigid temperature around him, and the fact that he is completely sealed, with his unsealing directly spelling the doom of Elbaf, it is possible that Loki's Devil Fruit is a Mythical Zoan based on Fenrir, which possesses all of the attributes currently associated with Loki.
Final thoughts
One Piece chapter 1130 will be officially released on October 20, 2024, and will be available for reading on Shueisha's MANGA Plus platform. The Elbaf arc is shaping up to center around a succession war between Hajrudin and Loki, with Luffy once again playing an integral role in determining the ruler of a new country. However, given the anti-Straw Hat sentiment in Elbaf, some of the giants may view Luffy as fighting against an entire country, unlike in previous arcs.
