This is evidenced by the fact that One Piece chapter 1131 revealed that the legendary Treasure Tree Adam can reach up to the sky islands, so there is a chance that Urouge could reach the land of the Giants. That could also connect with the Bartholomew Kuma flashback where Bonney tells him that she would love to go to the sky islands.
Urouge's plans and ambitions haven't been fairly developed throughout the story, and that is something that could be shown here. It would add another element to the current conflict with the Giants and perhaps even add some lore to the current situation involving the likes of Shanks and Loki.
