The mystery of the 'man marked by flames' in One Piece started off as a popular theory and soon became a disaster, with the fandom branding every character with a scar on their face to this mysterious personality. However, the recent theory regarding the true identity of this personality brings into question a character who doesn't even have a scar on his face.

This personality is the captain of the Rocks Pirates, Rocks D Xebec. The sole reason behind this speculation is the character's mysterious nature and origins, all of which never confirmed that he died during or after the God Valley Incident. This could mean he should still be alive, working as an undercover World Government agent, protecting the grand treasure.

The man marked by flames in One Piece is a mysterious personality who has the final Road Poneglyph in his hands, the one that was once present at Fisherman Island. Throughout the series, the author dropped various hints regarding the importance of this personality, like Eustass Kid's words at the end of Wano and Shiryu and Lafitte's explanation to their captains.

However, none of these hints properly sideline a single character because many characters fit bits of this personality's information, Most notable of which is that the character's face has a scar. Where Ace, Dragon, and so many other characters have a scar on their face, they don't meet the requirements for the powers of this personality, which is to create whirlpools.

A recent discussion over the internet brought an infamous pirate into this debate, and ironically, this pirate doesn't even meet one requirement of the current hints regarding the man marked by flames. This pirate is Rocks D Xebec.

Rocks D Xebec was the captain of the Rocks Pirates, which featured Emperors like Big Mom, Kaido, and Whitebeard. The pirate led his crew to the infamous God Valley Incident, where the Native Hunting Competition was taking place. Xebec's sole reason for raiding this island was to kill the Celestial Dragons, but unfortunately, he was stopped by Garp and the Roger Pirates.

After their battle, the Rocks Pirates disbanded. This tale was explained by Sengoku, but the interesting thing about this story was how the former Fleet Admiral didn't confirm that Rocks D Xebec died after or during this incident. This point would form the basis of this theory.

After the God Valley Incident, Rocks could have been appointed by the World Government, due to his potential, as an undercover agent to guard the One Piece. For this purpose, he might have the last Road Ponglyph, which was granted to him by the World Government.

Moreover, only his character's silhouette has been revealed, meaning he could still have a scar on his face. This could also be an indication of Rocks' true powers, which would be to make whirlpools in water (either devil fruit related or something else).

Analysis and final thoughts

Right off the bat, the theory is highly speculative because it uses assumptions instead of facts. After all, Rocks D Xebec is one of the biggest mysteries of One Piece, just like the man marked by flames.

However, as mysteries suit mysteries, this theory could turn out to be true. The only reason it's hard to believe is the question of why the World Government would appoint Rocks as an undercover ally. His powers might be something the World Government does not want to confront, something that can only be confirmed after an official response from the makers.
