One Piece is currently starting the long-awaited Elbaph arc and has generated a lot of theories that Loki is going to be the final 10th member that a lot of fans have been waiting for.
However, the final member will likely be Lilith, one of Dr. Vegapunk's satellites. Lilith survived the previous Egghead arc and appears to have no clear direction. She could fill the crew's need for a scientist and add another female character to the main cast.

Explaining why Lilith could be the next member of the Straw Hat instead of Loki in One Piece
A major reason why Lilith could be the final Straw Hat member is that she doesn't have anywhere else to go now that Dr. Vegapunk and the other satellites were taken down during the Egghead arc. Unless author Eiichiro Oda decides to establish a new role for her character in another section of the story, she seems poised to join the crew, especially considering she is still with them.
There is also the fact that this could be the beginning of a character arc for Lilith since she no longer has Vegapunk and could form a stronger sense of individuality. Joining Luffy and his crew could represent a new path of freedom for her, which is fitting with the themes of the story, and could also represent the legacy of Vegapunk and an attempt to do things better after working with the World Government.
Moreover, she seems to share some of the doctor's genius, which means that she could fill in as the crew's scientist. There is also the fact that Lilith could provide the crew with more information and details regarding the World Government, which is something that is pivotal since the manga is now in its Final Saga, according to Oda.
More reasons for this
There is a reason of logistics of why Loki wouldn't join the crew in One Piece and that is him being a Giant, which would be a lot harder to move. Considering how Oda wants to celebrate friendship and unity through this crew, it would be hard to have Loki join the ship because of his massive size, as weird as that may sound.
Loki has a strong connection to the people of Elbaph and seems unlikely to leave, much like Yamato in Wano, who stayed behind to help her people instead of joining the crew. In contrast, Lilith has no clear place to go, making her a more likely candidate to join the Straw Hats.
Final thoughts
Lilith has a lot of valid reasons to join the Straw Hat in One Piece because she has experience working with the crew, has nowhere to go, and could be the beginning of a character arc of her gaining her own sense of individuality. Add to this the fact she is already with the crew, which could already strengthen that theory.
