One Piece has the World Government as the story's main villain and4...... very likely that the events in the recent chapter 1134 of the manga hint at them playing a bigger role in the Elbaph arc. Now that two God's Knights, one of them being the Shanks look-alike, have entered the Land of the Giants, there is a possibility that this order was responsible for the changes in this race.
There has been a theory on X made by a user named @merlinidc who suggests that the God's Knights were responsible for the death of King Harald in Elbaph and the current One Piece arc is bound to cover this. Moreover, it would also explain how the Giants have mostly left their warrior ways behind them, perhaps hinting at the World Government trying to control this race to avoid getting involved in a possible confrontation.

Explaining how the World Government could be connected to Elbaph's changes in One Piece
This theory by @merlinidc states that God's Knights, in the representation of the World Government, were involved in the death of King Harald, hence why author Eiichiro Oda chose to introduce them in front of the broken throne of the Sun Village in chapter 1134 of the manga. That could be a major reason why the Giants chose to leave their warrior ways behind them, with the possibility of the World Government influencing that decision.
It states that perhaps King Harald had a degree of connection with the authorities of the World Government, perhaps representatives of God's Knights, and allowed himself to be influenced by them, thus leading to these decisions involving Elbaph's change from being a fighting race. Moreover, this could make sense when considering their size and sheer strength would make them a nightmare to fight against.
There is a chance that Loki saw through these events and was framed by the God's Knights as a way to get rid of him, playing with the concept of his name as the God of Lies in Norse mythology. It fits within the World Government's modus operandi and would also give greater context to Loki's situation.
The God's Knights' motivation in Elbaph
Another aspect of this One Piece theory is that these members of the God's Knights organization have targeted Nico Robin, which makes sense because they have been going after her for years. Moreover, Elbaph probably means killing several birds with one stone since Saul is also there and the Land of the Giants has the Library of Owls, so they probably want to erase that information as they did in Ohara.
All of this makes a perfect setting for Robin and Saul to have a last stand with the World Government after the events of Ohara since the similarities are quite notorious. It could serve as a conclusion for their character arcs and would also deliver a lot more information regarding God's Knights and who they are.
Final thoughts
One Piece has a very special situation after the entrance of the God's Knights in chapter 1134, especially considering the Shanks look-alike. Furthermore, this introduction could connect with King Harald's downfall, Loki's role as a prisoner, and the subplot of Robin's past with the World Government.
