One Piece final war arc is a fan-made arc that would be one of the last parts of the final saga after the Elbaf Arc. This arc would feature could feature a battle frenzy between the Straw Hat Pirates and the World Government, and could be the only time Luffy would cross paths with the Great Leader Imu. However, the events of this arc could already be foreshadowed in the Enies Lobby Arc.
The final war arc would see the character of Imu paralleling Lucci from the Enies Lobby arc as the final villain. Similarly, the other 'snakes' of Enies Lobby would act as the Gorosei who would face the other Straw Hat Pirates, and this arc would also see one of Usopp's lies become a reality and unveil the truth of Nefartari D Lili.

One Piece: Exploring the hints of the final war arc in the Enies Lobby arc
One Piece final war arc is a theoretical arc and a part of the final saga where the Straw Hat Pirates would face the World Government officials on their way towards the grand treasure. Although nothing specific is known about this arc, the fandom has its own speculations, with each fan theorizing something of their own imagination.
However, this arc could be foreshadowed in one of the fan-favorite arcs, the Enies Lobby arc, and the events of the final war arc could be predicted by the progression of the One Piece Enies Lobby arc.
The Enies Lobby arc of One Piece featured the Straw Hat Pirates saving Nico Robin from the Cipher Pol and bringing her back to the crew. The arc started with the Straw Hat Pirates entering the Enies Lobby and beating some World Government soldiers to reach the top.
In the arc, Franky burnt the blueprints to the Pluton, which he was handed down from his master Tom. This event could mirror an event in the final war arc where a Straw Hat Pirate (not necessarily Franky) would destroy the blueprints or something crucial to the working of Uranus, the Ancient Weapon speculated to be in the hands of the World Government.
While the Straw Hat Pirates were escaping Enies Lobby, they encountered Oimo and Kashi who were tricked into becoming guards at this place. One of the Straw Hat Pirates who helped them escape was Usopp which could parallel his performance in the final war arc as someone who would lead the giants.
Some similarities also run between the antagonists of both of these arcs as the CP-9 parallels the Gorosei and Imu. The first member of CP9 who was defeated by Luffy was Blueno, who had the appearance of a bull.
This mirrors Saint Saturn, due to his devil powers that combined a spider and a bull, who was the first Gorosei that was defeated. Moreover, as Blueno is still a part of the Cipher Pol, this could mean that Saint Saturn could also be alive.
Mirroring the rest of the CP9 members would be the rest of the Gorosei, who would face the Straw Hat Pirates just like in Enies Lobby arc. Imu would parallel Rob Lucci, as the final battle of the final war arc could be between the World Government leader and Luffy, paralleling Luffy vs Lucci.
The position of Robin could parallel Nefartari D Lili as the final war arc could dwell into the Void Century and reveal the truth about Lili, as she was a crewmate of JoyBoy, whom the first pirates tried to save from the First Twenty. So, the Enies Lobby arc could be a direct parallel to the arc where the Straw Hat Pirates would clash with the World Government.
Analysis and final thoughts
Just like every theory, this is speculation as well as it does not have official confirmation from the source. This theory also considers some risky parts such as the survival of Saint Saturn after Imu burned him. This part could hint at Catarina Devon using Saint Saturn's powers (because Saint Saturn's skull was showcased after his demise).
Moreover, the theory also dwells in the Void Century, a topic that still has the least amount of knowledge. Although making Lili a part of JoyBoy's crew is a good addition— because she was involved with the Poneglyphs— it is still too soon to assume such details as potential happenings in the future.
