One Piece author Eiichiro Oda is known for multiple writing traits he has developed in this popular series, and one of them is the use of real-life history to influence events in his story. In that regard, it could be argued that real events inspired the current Elbaph arc and that Napoleon Bonaparte was the inspiration behind Loki, the leader of the Giants.
Napoleon was one of the greatest conquerors and leaders of all time but he had to endure a lot of highs and lows and was also exiled to the island of Elba for a while. The name of the island sound similar to Elbaph and it could be argued that Napoleon inspired One Piece's Loki, who was exiled due an undetermined event.

Explaining why Loki could be inspired by Napoleon in One Piece
It was already confirmed in recent leaks of chapter 1131 of the manga that Loki has a notorious bounty from the World Government. This suggests that he did something very notorious. Moreover, his current status in Elbaph also points out that he has been going through exile in a way, drawing an obvious comparison to Napoleon Bonaparte.
After the Battle of Leipzig in 1813, which he lost, Napoleon was forced to abdicate and was exiled to Elba. However, he returned to his homeland, France, ten months later. Therefore, it could be implied that Loki could have done something to the World Government or waged any kind of war that could have led to him taking exile in Elbaph.
It is convenient that the name of the place Napoleon was sent to sounds almost the same as the land of the Giants, considering that Loki seems to have his own issues with Shanks. Therefore, there could be a chance that he suffered a major defeat a long time ago and the current arc could lead to some comeback for him.
More reasons for that
The recent spoilers of One Piece chapter 1131 point out that Shanks and Loki had an issue six years ago when the former became a Yonko. Therefore, there is a potential theory that perhaps Loki waged a war against the Yonko's crew and lost in the process, to the point that he was disgraced because of it.
It is difficult to gauge what happened to the Giant during the events prior to his introduction as of right now but he clearly isn't in the place he wants to be. Much like Napoleon, he seems to be a great leader who suffered a heavy defeat and is still trying to come to terms with that, which could be his arc in this storyline.
Final thoughts
Loki is a very mysterious character at the moment and makes a lot of sense that One Piece fans have questions regarding who he truly is. It seems to be implied that he is a fallen conqueror or something along those lines but is difficult to gauge at the moment.
