With the release of One Punch Man Chapter 204, the manga saw Neo Leader Raiden testing Darkshine's strength through a spontaneous brawl. Soon after, the manga answered fans' biggest question surrounding the Neo Leaders, i.e., why were they picked? Seemingly, they were far more powerful than a normal hero.
The previous chapter revealed that similar to the former Hero Association heroes and Suiryu, Superalloy Darkshine had also joined the Neo Heroes. But unlike the rest, Darkshine had become a trainer. The manga then revealed the Neo Leaders, out of which Raiden seemingly challenged Darkshin's decision to be a trainer.

One Punch Man Chapter 204: Mars Leo and Kokou challenge the Neo Leaders
One Punch Man Chapter 204, titled 'Tough Guy,' opened with the manga revealing everything to know about Neo Leader Raiden. He was a former yokozuna of Super Sumo, a sport where only Rikishi over three meters and 400kg could compete. His slap was powerful enough to crush large monsters, helping him attain his undefeated record of 100 matches. In terms of combat ability, he surpassed even the S-Class heroes.
Raiden seemingly respected Superalloy Darkshine as he was known as the man with the Diamond muscles. His strength overwhelmed all living creatures. However, he was not the only one as people also said the same thing about Raiden. Hence, the former Yokozuna proposed a test of strength to Darkshine. Right after, he held the Neo trainer's hands and started pushing him. But upon noticing that he wasn't in the best condition, Raiden backed off, assuming that Darkshine was past his prime.
One Punch Man Chapter 204 then saw two underground fighters burst into the room interrupting the Neo Leaders' introduction. According to McCoy, the two fighters were candidates for the position of Neo Leaders but failed in comparison to the ones selected. The two fighters were Mars Leo, the provisional champion of Death Boxing, and the Cyborg Fighter Kokou. They were disappointed in failing the Neo Leader screening and objected to the ones that had been selected.
Their questions did seem reasonable at first as to why were rich people, religious figures, and idols being picked as Neo Leaders. However, just then, Kokou witnessed no one else could. Through his cybernetic eye, he realized that Webigaza's body modification ratio was over 71%. Even cyborgs in Cyborg Fight had a body modification rate of about 30%. This is because cyborgification of over 60% was considered extremely dangerous.
Kokou had also heard of a few cyborgs with cyborgification of over 60% in the Hero Association but to witness it on a young girl like Webigaza was mind-boggling to him. This could only mean that Webigaza had a strong resolve to achieve something, which is why she was willing to go under such risky modifications.
Right after, One Punch Man Chapter 204 saw Mars Leo start shadowboxing challenging the Neo Leaders for a fight. As he did, he pretended that his hand slipped and hit Darkshine mistakenly. While the impact was seemingly quite strong, Darkshine was completely fine. But that wasn't the case for Mars Leo as his left arm broke. Suiryu took this opportunity to stop the entire commotion but the two underground fighters were left triggered and attacked the new Neo Hero.
