As revealed by the One Punch Man manga, Blast and Empty Void were previously partners. However, after the former ninja village founder went through monsterification, the two partners became enemies and fought each other 15 years ago. This battle saw Empty Void end up in a coma for 15 years, following which he returned to take down Flashy Flash and Blast.
While the series of events suggests that the former ninja village founder is an antagonist, the manga's latest chapter has revealed Empty Void's true plan. As revealed by the manga, he had partnered with Blast to defeat God in the past and surprisingly, has still been working towards bringing that goal to fruition.

One Punch Man chapter 211 reveals Empty Void's true goal
As revealed by the One Punch Man manga, Empty Void wanted to defeat God as the enigmatic entity had turned his disciple Dirty Stain into a monster. This development saw Void get forced to kill his apprentice. Hence, he partnered with Blast to find the mysterious cubes and learn more about God.
However, during their investigation, Empty Void mistakenly touched one of the mysterious cubes, forcing him to see a vision of his deceased sister Selenian Luna and disciple Dirty Stain. God used the imagery of the two ninjas to convince Empty Void to take his hand, turning him into a monster. This development saw Void lose control of his body and fight Blast in a battle that saw him end up in a coma for 15 years.
However, all of this changed after the battle between Saitama and Garou. As previously revealed by the manga, Empty Void had absorbed the power that leaked from Garou. While this power certainly made Empty Void stronger, it also helped the ninja regain his self-consciousness.
At that moment, Empty Void made a decision. Instead of revealing the truth, he pretended to remain under God's control. He kept defeating heroes and used the mysterious cube to increase the number of monsterized "avatars" as much as possible.
In the end, when the time arrives, he would exchange his own life to divide all of his power among the other monsterized avatars. In doing so, he would essentially be distributing the power that "opposed God," the one he took from Garou to all other avatars. With such a move, Empty Void would essentially help the other avatars regain their self-consciousness and create an overpowered monsterized army, one whose aim was to defeat God.
So, basically, despite there being a 15-year gap between Empty Void having his true sense of self, his goal remained the same, i.e., to defeat God. The only thing that raises doubt is that the manga suggested that Blast knew of Empty Void's true goal. If that is the case, why are the two former partners still fighting in the manga? Is it because Empty Void wanted to keep pretending to be under God's control or is there another reason?
