Chainsaw Man part II has been a wild ride. Tatsuki Fujimoto's genius continues to shine bright as each chapter brings forth something unexpected and exciting. In the story's most recent developments, Pochita suffered major damage at the hands of an upgraded War Devil Yoru. She resorted to something she never thought she would need, and the results were explosive.
Fans were thrilled at the chapter but simultaneously concerned for the Hero of Hell. He seemed to be unable to deal with Yoru in what was turning out to be quite a one-sided battle. While many feel that Pochita has grown weaker in part II of the series, that is not the case. There is likely sound reason why he isn't retaliating and here's a closer look.

Chainsaw Man's Pochita is not weaker in part II than in part I
To put matters into perspective, Chainsaw Man or Pochita is, by no means, weak. The series of events in part I were testament to this fact. In his partially transformed state, with Denji in control, Pochita might not have been all that powerful, but strong nonetheless. However, in his Hero of Hell, we have already seen the feats he is capable of.
Moving back to when the Hell Devil appeared, Pochita made quick work of it. It is uncertain whether he completely erased it, but he did annihilate the physical form it took from the intestines of the "Anti-Makima Squad." Again, when Pochita was fighting Makima, he was seen traveling at unimaginable speeds, nearly teleporting to different locations.
Now, veering away from the topic a little, Pochita is still a Devil. It can be stated with no doubt that he leaves destruction in his wake. However, when looked at closely, he does attempt to keep death and destruction at a lower level.
But this is not to say that he avoids it completely. For instance, when Kobeni needed help, he ruthlessly killed the restaurant's employees and passersby, sparing only her. This is likely due to Denji's influence and the unique nature of their bond.
Nonetheless, back to the topic, we move a little further ahead and revisit the Makima vs Chainsaw Man fight. The former used a similar "Bang" Gun Devil ability against him. But there was a considerable difference - he did not suffer this much damage.
If the panels are examined closely, he takes the hit square to the chest without actively blocking them. Moreover, one of her shots sends him up to space, but his body remains intact.
To counter, he rips out his heart, sends it back to earth, and regenerates nearly instantly without needing blood. This is beyond impressive and another example of the extent of Pochita's abilities. As such, this begs the question of why he is suffering so much damage now when he encountered similar attacks previously and showed little to no reaction to them.
A reason for this hasn't been outrightly stated in the manga (yet), so there is no concrete logic. We already know that Chainsaw Man is not totally invincible - he has been wounded before and also had to escape when he fought the Four Horsemen and the Weapon Devils, but that was an entirely different scenario.
One reason why this is happening to Pochita right now is that he doesn't want to hurt Asa Mitaka, Denji's love interest. Despite their previous encounter before her upgrade, Pochita likely wouldn't have killed her but rather pulled away at the last moment to instill an element of fear for attacking him prior.
