Public Safety's use of the Ear Devil in Chainsaw Man was planned all along, and may be part of something bigger

With the release of chapter 173 earlier this week, the organization known as Public Safety within author and illustrator Tatsuki Fujimoto’s Chainsaw Man manga series got a rare Part 2 victory. Despite fans doubting their process after chapter 172’s events, the latest issue saw the group successfully force Pochita to throw the Ear Devil back up.

While they were forced to make a contract with a presumed Primal Devil in order to do so, it nevertheless proves that they went into this fight with Pochita with a plan all along. This is especially significant as up until this point, it seemed as though Public Safety was destined to take another major loss as they have frequently in Chainsaw Man Part 2 thus far.

Instead, it’s now become clear that Public Safety is not only much more competent than Chainsaw Man fans initially thought them to be, but may also have a larger plan in mind. Likewise, given how they used the Ear Devil, it’s clear that there may be something within Pochita’s stomach that is key to erasing Devils from existence for good.

Before exploring what Public Safety’s goal could be, it’s first worth emphasizing the role they play in the world of Fujimoto’s Chainsaw Man. Primarily, their goal is to combat Devils, killing them on Earth and sending them back to hell likewise. This is mainly done via contracts with other Devils, with these contractor Devils being the ones held by Public Safety (based on what fans have been shown so far).

In Part 2, their goal is further specified especially as it relates to the Chainsaw Devil Pochita. By utilizing War Devil Yoru’s weaponization powers, they aim to turn Pochita into a weapon that can be used to permanently erase any Devils it kills. While it’s unclear if they’ve given up on this goal or not as of chapter 173, it nevertheless indicates that the group is actively looking for ways to erase Devils from existence.

With this in mind, their sacrifice of the Ear Devil likely served two purposes. The first was to confirm that Pochita can be forced to throw up Devils it has eaten, and the second was to confirm that those Devils that were thrown up allow the concepts they embody to return to the world. This latter point is implied via Public Safety’s overt focus on confirming the consumption of the Ear Devil, as well as the subsequent disappearance of ears.

Chapter 174 will likely confirm this via Public Safety’s commentary on the return of ears. With all of this in mind, it’s clear that Public Safety is looking for something very specific within Pochita’s stomach which may allow them to erase the concept of Devils itself.

One possibility could be a Devil which embodies the fear of bravery or courage, with this Devil’s return naturally making humanity less scared of those concepts which Devils embody. In turn, this could severely weaken Devils across the board in Chainsaw Man’s world, and possibly even result in some of them disappearing altogether.

Another possibility is that there’s something within Pochita’s stomach that is actually responsible for erasing Devils. In turn, Public Safety’s goal could be to force Pochita to throw up whatever this is and then claim and use it for themselves. In any case, it’s clear Public Safety has something big planned for the near future, and this fight against Pochita is the first step.
