My Hero Academia presents a lot of comments regarding the society within the story and there is an argument to be made that All Might was the direct cause of its main problems. While it is true that the Number One Pro Hero did his best to help society and save people whenever there was a problem, his own excellence and power as a hero could have been counterproductive when it came to his influence.
It was shown throughout the series that most citizens and heroes admired All Might, to the point most people expected him to always save the day.
My Hero Academia puts a strong emphasis on the fact that he couldn't and shouldn't be the one carrying the weight of society alone, which led to complacent citizens who left some people to rot, causing monsters such as Tomura Shigaraki.

Explaining how All Might could be viewed as the main source of problems in My Hero Academia
One of All Might's biggest character flaws is the fact he constantly tries to be the one to save everyone all the time, which he usually does because of his truly heroic nature and his dedication to protecting the innocent.
There is certainly something truly amazing about his character but also led to a lot of issues with society, especially considering people becoming complacent.
While it might be unfair to claim that All Might was a problem, especially when it comes to threats such as All For One having nothing to do with him, it is true that a lot of people in society became dependent on him.
This is something that villains such as Tomura Shigaraki went on to state, that there were a lot of outcasts who were ignored and mistreated by society.
All Might never truly attempted to help people in other ways, with his contributions being mostly battle-focused and through social work. This was evidenced when he was training Izuku Midoriya.
There was certainly a problem there and he never bothered to focus that much on that topic.
More arguments for this claim
My Hero Academia author Kohei Horikoshi has been quite focused on this series with the fact that helping people is not just through fighting and that there are individuals who need to be saved through kindness.
All Might is certainly a very kind hero and was always there for people but there is perhaps an argument to be made that he should have given a lot more attention to problems that were a bit more complex.
There is also the fact that his own excellence as a hero made a lot of his colleagues quite complacent and didn't step up to keep up with his level, making him the sole Symbol of Hope.
This was further emphasized with Endeavor's character as Hawks stated that only the former was the one thinking of a world without All Might. He claimed to do his best with his own abilities, highlighting that the vast majority of their contemporaries didn't have that mindset.
Final thoughts
There are a lot of causes for the social decline in My Hero Academia and perhaps All Might, without realizing, became a reason for this situation.
This is not to say that he didn't do a lot of good but the beginning of the story already established there were issues that perhaps the Number One Pro Hero could have explored in a better manner.
