Shikamaru might be the weakest Hokage given his role in the Boruto Two Blue Vortex. Not only has he utilized tactics that do not fit a village leader, but his ability to not accept this title to his face also makes him someone who wouldn't have the big title of the Hidden Leaf Village's leader.

Despite his lazy nature, Shikamaru stepped up after Naruto was sealed, becoming a crucial leader for the Hidden Leaf Village. His efforts have kept the village stable, possibly making him one of its greatest leaders. However, his secret alliance with the protagonist might soon be exposed, potentially leading to his imprisonment.

Boruto: Exploring Shikamaru's services as the weakest Hokage

In Boruto Naruto Next Generations, Kawaki sealed Naruto and Hinata inside a separate time-space to keep them safe from Boruto (Momoshiki). However, he couldn't outwit the protagonist so he showed Eida his weak side. This was enough to activate Eida's Omnipotence Shinjutsu which exchanged the after of the protagonist and Kawaki.

The protagonist, now an outsider, was also blamed for Naruto's murder and he had to flee on an emergency basis. Without Naruto, the Hidden Leaf Village had no leader so Shikamaru Nara (the assistant of the Seventh Hokage) had to step up as a temporary replacement for Naruto.

Four years after the Omnipotence Incident, Shikamaru made ends meet one way or another until in Boruto Two Blue Vortex chapter 6. In this chapter, the village elders urged him to become a bonafide Hokage (Eight Hokage) as there were no signs of Naruto's return. However, Shikamaru brushed this off.

After the protagonist returned to the village, Shikamaru felt that something was wrong with everything. So, he did something that didn't fit the role of a Hokage and told Ino to let him take to Boruto through her just technique. After this, Shikamaru allied with the protagonist and Kashin Koji to improve the former's image among the people of the Hidden Leaf Village.

Ino refused to help Shikamaru, believing he was aiding the murderer of her childhood friend. This could lead to Shikamaru being exposed and imprisoned by the village elders for his actions.

Despite being considered the weakest Hokage, Shikamaru has used clever tactics, like exploiting Shinju's weakness, to protect the village. While his methods may seem harsh, they were all for the village's benefit.

Even if he is imprisoned, Naruto would be proud of how Shikamaru managed the village in his absence.


Final thoughts

On the outside, Shikamaru might seem like a selfish leader who is doing everything that seems 'okay' to him. However, he might also be aware of the burden of Hokage and, in the back of his mind, he is thinking of the welfare of his village's people.
