My Hero Academia has a lot of popular characters and abilities, with questions regarding Toga Himiko's Quirk being a good example of that. This is mainly because she has a unique ability to use other people's quirks, which is why many fans might not be sure what she can do.
Toga Himiko's Quirk is Transform, meaning that she can turn into another person if she drinks that individual's blood and uses their abilities, with the amount of time depending on how much blood she drank. That is one of the most flexible Quirks in My Hero Academia because of how it works and the range that it can have, with Toga showing a degree of that potential in the series.

Toga's Quirk explained
As mentioned, Toga Himiko's Quirk is called Transform, which focuses on her ability to copy another person's looks and powers by drinking their blood. The more she drinks, the longer she can stay in that form. She explained in the series that she could stay 18 hours in another form if she drank a cup of that person's blood.
This Quirk also allows her to copy that person's clothes, as evidenced during the final war arc when she fully copies Ochaco Uraraka's hero costume. It is also revealed in the story that she can switch from one person to another in case she drank more than one individual's blood.
Notably, she can copy other people's Quirks after going through an Awakening. Still, she must have a solid understanding of these powers and a strong connection with that person. That was exemplified during the final portion of the story as she drank Twice's blood and managed to execute the latter's Sad Man Parade technique.
Toga's other abilities in My Hero Academia
About Toga Himiko's Quirk, many fans also wonder if she has other abilities, given the full range of powers she has shown in the story. One of the most notorious is her ability to use knives, which helps to hurt people and draw the necessary blood to use her Transform Quirk in combat.
Toga also has a blood-sucking machine in her villain outfit, which allows her to store people's blood and save it for other moments. During the final war arc, she was given a Nomu Pheromone by All For One. She used it against Froppy to attract Nomus, thus giving her the chance to fight with Uraraka one-on-one, as she wanted.
